    This position reports to the Executive Director and provides department leadership and the administrative and technical supervision of the Health Trust Team. The Manager directs staff in the achievement of Trust goals and guidelines as well as compliance with legal statutes and ensures delivery of timely, high quality customer service for the Trust membership and their employees.

    Responsibilities and Essential Functions of the Position:

    • Oversee the development, implementation, administration, and maintenance of all Health Trust plans, programs, and policies, including those related to claims, plan design, and wellness.
    • Establish practice for evaluating Health Trust programs to determine competitiveness, trends and developments. Make high-level decisions to modify existing programs or institute new programs.
    • Through Health Trust Supervisors, oversee the day-to-day operations associated with the Health Trust to ensure programs and plans are administered as designed, requests are promptly addressed, and all member inquiries and issues are handled in a timely and courteous manner.
    • Manage Health Trust employees, including but not limited to, identifying and addressing performance concerns, growth opportunities, and implementing programs and processing to foster high performance and collaboration within the Health Trust team.
    • Provide input on strategic decisions that affect staffing and functional areas of responsibility.
    • Ensure escalated member issues are brought to the attention of the Executive Director and ensure a timely response, consistency, and member satisfaction.
    • Manage vendor relationships in a collaborative manner and keep the Health Trust Director informed of vendor-related issues and/or concerns.
    • Lead Health Trust information meetings with new and existing members on an as-needed basis.
    • Evaluate and analyze the results of Health Trust programs and services and report these results to the Executive Director on an ongoing basis.
    • Provide input on developing Health Trust budget.
    • Collaborate with the Legal Department to ensure Trust-wide compliance.
    • Provide excellent member service to internal and external customers.
    • Collaborate with the Executive Director and other DVT departments to address critical member issues, facilitate program growth, and implement efficiency improvements.
    • Complete monthly DVHT Operations Report and present at Executive Committee meetings.
    • Review and analyze processes, procedures, and workflows to identify opportunities for process improvement and efficiencies.
    • Work effectively under time constraints to meet deadlines and manage several different tasks concurrently.
    • Stay informed on industry best practices and trends. Participates in professional associations as well as informal peer networking and conferences.
    • Work with accuracy and attention to detail.
    • Maintain privacy of confidential records, correspondence and/or files.
    • Effectively communicate in writing and verbally to convey information in a clear manner consistent with job functions.
    • Establish and maintain excellent working relationships with direct reports, team members, other departments, members, vendors, etc.
    • Respond promptly to member and prospective member inquiries.
    • Carry out supervisory responsibilities of direct reports in accordance with organizational policies and applicable laws.
    • Ability to make difficult decisions in a fair, honest and ethical manner.
    • Carry out job functions without posing a health or safety threat to self or others.
    • Maintain acceptable attendance standards.
    • Perform other related duties and responsibilities as assigned.

    Physical Demands of Job

    • Ability to sit for extended periods of time while working;
    • Frequent hand, fingers and arm use and excellent eye-hand coordination;
    • Occasionally perform activities involving walking, bending, squatting, reaching, and climbing stairs;
    • Occasionally stand for extended periods of time;
    • Ability to hear clearly and speak intelligibly;
    • Ability to see and perform visual activities such as close-up paperwork, using a display monitor, reading, and writing; and
    • Ability to lift and/or move up to 25 lbs.

    Qualifications:

    • Bachelor’s degree from an accredited institution in business or health administration.
    • Minimum of five (5) years of health or benefits administration experience. CEBS designation preferred.
    • At least three (3) years prior supervisory experience. or
    • Equivalent combination of education, experience and/or training which provides the knowledge, skills, and abilities necessary to perform the essential functions of the position and required work.
    • Understanding of health and welfare benefits plan implementation and claims handling processes (familiarity with and relationships within Aetna are a plus).
    • Understanding of health benefit plan types including PPOs, HMOs and HDHPs and related arrangements such as HRAs, HSAs and FSAs.
    • Strong interpersonal skills to effectively cultivate relationships with Trust staff, current and prospective members, vendors, training partners, etc.
    • Strong ability to organize, plan and prioritize workload involving multiple projects at one time.
    • Strong ability to communicate effectively to diverse audiences.
    • Strong critical thinking skills and problem-solving abilities.
    • Proficient in Microsoft Office programs including Outlook, Excel, and Word.
