Duties
This position is a valuable member of the park's project management branch reporting directly to the Chief of Project Management. Duties include:
- Lead the planning, design, and construction oversight of architectural projects, ensuring they align with park objectives and meet functional and aesthetic standards.
- Review and assess architectural designs to ensure compliance with all relevant laws, building codes, safety regulations, and National Park Service (NPS) requirements.
- Serve as the Contracting Officer's Representative (COR), managing A/E contracts and ensuring technical adequacy, design excellence, and adherence to project timelines.
- Collaborate with internal and external stakeholders, including engineers and construction contractors, to integrate architectural solutions that meet project goals and National Park Service (NPS) requirements.
- Prepares historic preservation documentation and background materials for compliance, clearances, permits, licenses, etc., as required by Section 106 and Section 110 of the National Historic Preservation Act, Archeological Resources Protection Act, NPS Management Policies, and cultural resources management guideline, for planning and construction projects that involve cultural resources.
Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.
Work Environment: The work is performed in both an office setting and occasionally in the field as required to perform on-site investigations and inspections.
Duties will be developmental in nature when filled below the full performance level.

Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
- You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
- If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
- You may be required to travel overnight away from home up to 5 nights per month.
- You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
- The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
Qualifications
All qualifications must be met by the closing date of this announcement-11/18/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a
non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted.
An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
Basic Requirements For 0808 Occupational Series
To qualify for this position at either grade level, you must possess at least one of the following basic requirements:
SELECTIVE FACTOR (GS-12 only): In addition to the basic requirements listed above, applicants at the GS-12 grade level must possess a valid professional architecture license from any state. Candidates who do not provide proof of this licensure or annotate the license within their application materials by close of this announcement will receive no further consideration for this position.
- Successful completion of a bachelor's or higher degree in architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. You must submit copies of your transcripts.
- OR-B) Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such a background must be demonstrated by at least one of the following:
- Related curriculum: A degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. You must submit copies of your transcripts.
- Experience: an applicant lacking a degree in architecture must have had one year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
Minimum Qualifications GS-11
in addition to meeting the basic requirement described above, applicants at the GS-11 grade level must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: research and interpret laws, regulations, policies, and guidelines related to architecture and code compliance; develop plans, specifications, and cost estimates for structures; collaborate with multidisciplinary teams on architectural projects, including engineering specialists, construction contractors, and design professionals; research building materials and systems (e.g., wood, masonry, metals, mechanical, heating, plumbing, and electrical systems) for use in construction; prepare technical reports, plans, and documents that assist in project development; proficient use of AutoCAD and other similar CAD based software. You must include hours per week worked.

EDUCATION: Successful completion of at least three full academic years of progressively higher-level graduate education, a Ph.D. or equivalent doctoral degree in architecture, historical architecture, or other directly- related field of study which has provided the knowledge, skill and ability necessary to do the work of the position. . You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described above (50% of the experience requirement), and (45 semester hours or 68 quarter hours) of directly- related graduate level college study in an accredited institution (50% of the qualifying education). You must include transcripts.
Minimum Qualifications GS-12
in addition to meeting the basic requirement and selective factor described above, applicants at the GS-12 grade level must possess the specialized experience as described below by the close date of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: lead complex design and construction projects from inception (planning and compliance) through completion (construction completion); managing project budgets, schedules, and performance; manage project budgets, schedules, and performance; provide leadership and direction to project teams; demonstrate strong communication, negotiation, and problem-solving skills in managing stakeholders; oversee technical work in architecture, civil engineering, landscape architecture, or related fields, while ensuring compliance with relevant standards and guidelines.
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.
The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You
must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for
