    POSITION: Director of Quality Assurance and Compliance

    STATUS: Full-Time; 40 hours/week

    HOURS: M-F 9am-5pm

    LOCATION: Throughout Allegheny County

    Allegheny Children’s Initiative, a subsidiary of Partners For Quality Inc., is a non-profit organization that provides mental and behavioral health community-based services to children, adolescents and families throughout Allegheny and Washington Counties. Based in Pittsburgh’s South Side, we provide Intensive Behavioral Health Services, Service Coordination, Student Assistance, Parent-Child Interaction Therapy, and Family Based Mental Health programs. All employees of Allegheny Children’s Initiative are expected to act and conduct services in a socially just, and culturally competent manner. Employees are supported in these efforts through ongoing development and trainings such as trauma-informed care, co-occurring integrated treatment methods, and many other efforts.

    Responsibilities

    The Director of Quality Assurance and Compliance is responsible for overseeing and managing all aspects of quality assurance and compliance at Allegheny Children’s Initiative. This role assists the Executive Director with the design, development, implementation, evaluation and management of a comprehensive outcome-oriented service delivery system. This position develops, and maintains agency quality assurance and compliance policies, procedures, and practices to uphold the highest standards of care and ethics. All responsibilities shall be completed in a manner consistent with the vision, mission and values of the organization.

    • Quality Assurance Strategies: develop and implement comprehensive quality assurance strategies and procedures tailored to the unique needs of behavioral health services. This includes establishing quality metrics, performance indicators, and outcome measures to assess the effectiveness of programs. Establish practices and protocols to ensure compliance with industry standards and regulatory requirements.
    • Regulatory Compliance: Stay up-to-date with all program regulations and ensure the organization’s compliance with federal, state, local and MCO standards and regulations. These include requirements for licensure, accreditation, and privacy laws (HIPAA).
    • Quality Control: Establish and maintain quality control processes to monitor and evaluate the quality of services, and benchmarking processes throughout the organization.
    • Risk Management: Identify potential risks related to the delivery of behavioral health services and develop mitigation strategies to address them effectively and efficiently. This may include addressing issues such as confidentiality breaches, FWA investigations, and consumer complaints.
    • Quality Improvement: Lead continuous improvement initiatives to enhance service delivery, operational efficiency, client outcomes, and consumer satisfaction. Collaborate with program leadership to implement best practices and innovative approaches to care. Oversee employee suggestion box.
    • Auditing and Monitoring: conduct internal audits and assessments to monitor compliance with quality standards and regulations, as well as identify areas for improvement. Oversee peer case reviews procedures to align with program requirements.
    • Documentation and Reporting: Maintain accurate documentation of quality assurance activities and regulatory compliance efforts. Prepare reports for senior leadership, regulatory agencies, and accreditation bodies as required. These include, but are not limited to, quarterly Performance and Quality Improvement reports, incident management reporting, program specific reporting, and COA accreditation. Facilitate quarterly Performance and Quality Improvement meetings.
    • Compliance Training and Education: Provide training and guidance to staff on quality assurance, compliance requirements, ethical standards, and best practices. Ensure that all employees understand their roles and responsibilities in maintaining quality and compliance. Obtain and maintain trainer status for Nonviolent Crisis Intervention. Conduct initial and yearly trainings. Agency lead for Relias learning management system.
    • Collaboration: Collaborate with teams throughout agency, including but not limited to, program leadership, Human Resources, IT, fiscal, and Quality Assurance to ensure alignment with and integration of quality assurance processes. Assist program leadership with monitoring by DPW, County authorities, Managed Care Organizations, and COA accreditation.
    • External Relationships: Serve as a liaison with external stakeholders, such as regulatory agencies, accrediting bodies, and community partners. Represent the agency in regulatory reviews, audits, accreditation, and other compliance-related activities.
    • Consumer Focus: Champion a consumer-focused approach to quality, ensuring that services are focused on consumer outcomes and satisfaction. Oversee consumer satisfaction practices and address areas of concern.
    • Manage and supervise the following positions: Intake Services Coordinator; Administrative Assistant; and Clerical Assistant.
    • Other related duties as assigned.

    Qualifications

    • Master’s Degree in a Human Services related field
    • Minimum of four years mental health related experience
    • Minimum of two years management / supervisory experience
    • Thorough understanding of behavioral health regulations, standards of care, and ethical guidelines.
    • Strong leadership skills with the ability to inspire and motivate teams to achieve quality and compliance goals.
