    Are you a seasoned risk management professional?  Are you eager to be a part of a dynamic team where you will spearhead the planning, execution, and oversight of comprehensive Risk Management, Loss Control, and Safety initiatives?  If this describes you, the City of Albany welcomes your application as we fill our newly established Risk Manager position within the Human Resources Department.  Your responsibilities will encompass proactive identification, assessment, and mitigation of potential financial risks and employee safety exposures. Collaborating closely with executive leadership and departmental managers, you'll craft robust risk management policies, drive training initiatives, and foster clear communication across diverse workgroups. Come aboard and play a pivotal role in cultivating a secure, healthy, and risk-aware workplace environment for all City personnel.
     
    The general working hours are 8 a.m. to 5 p.m., Monday through Friday.  This position requires primarily in-person work at various City worksites.
     
    Salary information:
    • Effective July 1, 2024, this position will receive a cost-of-living adjustment (salary increase) of two percent (2.0%).
     Benefits include:
    • Excellent medical, vision and dental (Download PDF reader) benefit package for the employee and qualified family members with low monthly out-of-pocket cost (Download PDF reader).  As of July 1, 2024, the employee-paid premium is approx. $51/mo. for employee-only coverage up to a max of $147/mo. for family coverage.  
    • City-paid contribution to a VEBA Trust account for out-of-pocket healthcare expenses.  Currently, the annual contribution is $1,000 for employee-only and $2,000 for employee plus dependent(s).
    • Paid time off –
      • 10 paid holidays plus an additional 24 hours of "floating holiday" pay per year
      • 8 hours of sick leave per month
      • 8 hours of vacation leave per month, with progressive increases
      • 80 hours of professional leave fronted July 1 each year

      • City-paid contribution into pre-tax deferred compensation plan

     The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification.  Any of the following duties may be performed.  These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.

    1. Administers City’s Safety program, including but not limited to:  Chair of the Citywide Safety Committee; maintain and update safety manual and all safety policies and procedures in coordination with the Human Resources Director; act as lead contact for OR-OSHA; represent City during OR-OSHA inspections; directly assist departments with safety compliance efforts; maintain safety databases, collect data, and file OR-OSHA annual reports as required; ensure adherence to all federal, state, and local safety laws; research innovative safety programs to better manage and control loss.
    2. Develops safety goals, objectives, policies, and priorities. Plans, organizes, develops, reviews and updates safety policies, guidelines, and standard operation procedures in consultation with department representatives. 
    3. Develops policies, trainings, programs, and activities to manage the Citywide Safety Program including driver safety, ergonomics, blood-borne pathogens, hearing testing, air quality (respiration program), equipment operation safety, OSHA-required training such as lock out/tag out, confined-space entry, etc.; coordinates outside trainers and consultants, or internal subject matter experts as appropriate; does related record keeping and reporting.  Works closely with departments and Human Resources staff to identify and track required and/or needed safety-related training.
    4. Plans, manages, directs, and administers the City’s indemnification and insurance programs including evaluating, planning, and managing insurance purchases in coordination with the City’s Finance Department. Manages contracts and serves as point of contact with insurance agents for the City’s property/casualty and general liability lines. Identifies, researches, and assesses self-insurance, avoidance, and elimination strategies for cost effectiveness.  Works closely with the state insurance pool and insurance brokers to place appropriate insurance coverage.
    5. Identifies, researches, and analyzes under/uninsured liability exposure and risk, and makes recommendations to reduce, manage, and/or avoid/eliminate risk. Coordinates with the City’s Contracts and Procurement Officer, City Attorney, and Finance Director to review and establish insurance and indemnification requirements for contracts citywide. 
    6. Oversees insurance claim processing for auto liability, property, litigation, and workers’ compensation in coordination with the Finance and Human Resources Directors; manages, directs, and resolves uninsured claims against the City.
    7. Manages, directs, and implements the City’s Loss Control program to minimize, reduce or eliminate occurrence and severity of losses and liability exposure to the City.
    8. Works with Human Resources staff on worker’s compensation claims that qualify for early return-to-work under the Employer-At-Injury Program to identify needed equipment and worksite modifications, in consultation with the employee and their supervisor.
    9. Reviews workers compensation claim data with Human Resources staff and researches, develops, coordinates, and implements appropriate safety programming or loss control measures to improve trends and reduce rates and severity of injuries.  Provides ergonomic assessments to City staff to reduce repetitive strain injury; stays up to date on required training and certifications.  
    10. Works with department volunteer coordinators to develop protocols for a volunteer management program which includes oversight for volunteers and special events.
    11. May represent City in hearings related to safety violations or issues, such as unemployment insurance claims and employee discipline arbitrations.
    12. May write grant proposals and applications to solicit funding for assigned program areas.
    13. Maintains compliance with local, state, and federal mandates, procedures, and risk management safety related requirements for the City.  
    14. Provides state, federal, or other required data tracking and reporting related to City risk management, safety programming, and regulatory compliance measures.  Develops, revises, and maintains risk management reports, documents, procedures, and forms; develops and recommends related policies, regulations, and procedures according to best practices and legal requirements.
    15. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
    16. Works to create a high-performance work culture by demonstrating a positive attitude and modeling the City’s mission, vision, and values. Conducts self with high integrity, proactive in conserving City resources, and seeks and incorporates customer feedback for ongoing performance improvement. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
    17. Serves as a member of various City committees as assigned.
    18. Assists other staff in the performance of their duties as assigned; and may provide training and orientation to new assigned personnel.
    19. Maintains regular job attendance and adherence to working hours.
    20. Adheres to appropriate attire, grooming, and hygiene standards established for the position.
    21. Operates a motor vehicle safely and legally.
    22. Performs other related duties as required/assigned.

    WORK ENVIRONMENT
    In the performance of the job duties, the employee will primarily work in an office environment under usual office working conditions.  The noise level in the work area is typical of most office environments, with telephones, personal interruptions, and background noises. Work is also performed in numerous meeting settings in offices, conference rooms, and public spaces.
    The employee will also be required to inspect various City work sites and municipal facilities, which may include exposure to increased noise levels, a variety of weather conditions and terrain, noxious odors, and other hazardous conditions during safety inspections, investigations, consultations, research activities, or other field work.  
    Employees may interact with upset staff and/or the public/private representatives in interpreting and enforcing City policies and procedures.  Occasional travel to local and regional meetings, and regular travel to various work sites around the city.  This position may be required to occasionally work evenings and weekends.
     
    PHYSICAL DEMANDS

    The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  Additionally, the following physical abilities are required:
    • Balancing:  sufficient to maintain body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
    • Crawling: sufficient to move about on hands and knees or hands and feet.
    • Crouching: sufficient to bend the body downward and forward by bending leg and spine.
    • Feeling: sufficient to perceive attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
    • Fingering: sufficient to pick, pinch, type, or otherwise work, primarily with fingers rather than with the whole hand as in handling.
    • Grasping: sufficient to apply pressure to an object with the fingers and palm.
    • Handling: sufficient to pick, hold, or otherwise work, primarily with the whole hand.
    • Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. 
    • Kneeling: sufficient to bend legs at knee to come to a rest on knee or knees. 
    • Lifting: sufficient to raise objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles. 
    • Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.
    • Pulling: sufficient to use upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
    • Pushing: sufficient to use upper extremities to press against something with steady force in order to thrust forward, downward or outward.
    • Reaching: sufficient to extend hand(s) and arm(s) in any direction.
    • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
    • Speaking: sufficient to express or exchange ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
    • Standing: Particularly for sustained periods of time. 
    • Stooping: sufficient to bend body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles. 
    • Talking: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
    • Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles both day and night.
    • Walking: sufficient to move about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
    TOOLS & EQUIPMENT USED
    In the performance of job duties, the employee will use a computer and various software programs, calculator, phone, cell phone, copy and fax machines, motor vehicle, and other related tools and equipment.  Employee is to use appropriate PPE when warranted.

    Safety Equipment:
    This is not an exhaustive list. Hearing protection (including earmuffs), safety glasses, steel toed boots or other protective footwear, gloves (nitrile, latex, leather), hardhat, knee pads, dust masks, traffic cones, safety vest, and/or fall-restraint equipment when required or appropriate to the worksite and duties being performed.  Develops safe work habits and contributes to the safety of self, coworkers, and the public.Education and Experience:
    A bachelor’s degree in public administration, business administration, risk management, human resources, or related field; and six years of increasingly responsible experience in an insurance, industrial safety, occupational health & safety, human resources, loss control, public administration, law, or other related field. Associate in Risk Management (ARM) certification, OR-PRIMA Risk Management Certification, or similar, strongly preferred.  Experience working in a unionized, public-sector environment preferred.   
     
    Special Requirements:
    1. Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City’s driving standards.
    2. The individual shall not pose a direct threat to the health or safety of themselves or others.

    Knowledge, Skills, and Abilities: 

    Knowledge of: modern principles and practices of risk management in a public agency setting; risk identification, analysis, and treatment; root cause analysis, physical property risk, legal and regulatory risk, crime and cyber risk, fleet risk, employee safety risk including OR-OSHA requirements; estimating risk hazard, transfer through insurance, and self-retention practices; contractual risk transfer, financial risk transfer; project and/or program management, analytical process, and report preparation techniques; municipal programs including risk management and other related governmental programs and activities; organizational and management best practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; English language usage, grammar, spelling, vocabulary, and punctation.  

    Skill in: use of tools and equipment used; use of computers, various related software programs, and standard office equipment to produce documents and files, email, web-based software, and computer programs used by the City including word processing, spreadsheets, presentation, and database applications; writing, speaking, and listening in order to effectively communicate in a variety of situations for a variety of audiences; providing instruction and conducting training for City personnel; understand, process, and produce written materials (including information related to complex regulatory requirements) and communicate such information verbally and in writing so that others will understand; conflict resolution skills, including active listening and interpersonal skills.

    Ability to:  analyze complex problems in detail, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; assist in the development of goals, objectives, policies, procedures, and work standards in assigned program areas and across departmental lines; coordinate and oversee programmatic administrative, budgeting, and fiscal activities, if assigned; perform responsible and difficult administrative work involving the use of independent judgement and personal initiative; plan organize, and carry out assignments from executive leadership with minimal direction; analyze, interpret, summarize, and present administrative and technical information and data in an effective manner; research, analyze, and evaluate new service delivery methods, procedures, and techniques; interpret, explain, and ensure compliance with Federal, State, and City laws, regulations, administrative rules, codes, ordinances, policies, and procedures; conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports; effectively represent the department and the City in meetings with various government agencies, community groups, businesses, professional organizations, regulatory agencies, and individuals; establish and maintain a variety of filing, record keeping, and tracking systems; organize and prioritize and variety of projects and multiple tasks in an effective and timely manger; organize own work, set priorities, and meet critical time deadlines; use tact, initiative, prudence, and independent judgement within general policy, procedural, regulatory, and legal guidelines; establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position.   Incumbents in this position will provide training and orientation to newly assigned personnel.
