Under the direction of the Finance Director, the Purchasing Manager controls organization's expenditures for goods and services. Maintains goodwill of vendors and ascertains adherence to policy and procedures of goods and services, accepts and delegates responsibility, evaluates and negotiates, uses communication devices, computer software and hardware and handles public utilities issues. Supervision is exercised over the work of professional or technical employees.
Education: Graduation from an accredited 4 year college or university in Business Administration, Accounting or closely related; Preferred: Master's degree from an accredited college or university in Business Administration (MBA).
**10 or more years of Louisiana governmental purchasing experience may substitute for the college degree only.**
Certification(s) Preferred: Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO)
License(s) Required: Valid LA driver's license
Years Relevant Work Experience: 4 years purchasing experience which include the purchase of goods for a large-scale company or governmental agency and at least 2 year's experience supervising professional or technical staff with responsibility for purchasing supplies, materials and equipment. Preferred: 8 years or more of purchasing experience including Louisiana specific purchasing experience and 4 years of Supervisory experience

- Purchasing methods and procedures and techniques of specification writing to include but not limited to
- Methods and techniques utilized in grading and analyzing the quality of supplies, materials and equipment.
- Materials, supplies and equipment typically used in municipal services and the sources of such products.
- Federal, State and municipal purchasing laws and procedures.
- Public buying procedures bidding requirements for materials & supplies, public works and services.
- Warehouse, inventory and supply management
- The Uniform Commercial Code.
Ability to:
- Evaluate quality and price of products to judge suitability of goods and alternatives offered and prepare specifications.
- Analyze situations, perform auditing functions and adopt an effective course of action.
- Quickly learn BREC policies and procedures, operations and programs
- Establish and maintain cooperative relationships with Departmental representatives and vendors.

Job Duties include but are not limited to:- Hire, train, supervise and evaluate Purchasing personnel
- Receive, examine and process departmental requisitions, purchase orders, contracts, change orders, and contract changes.
- Assist in the preparation of bid specifications and other necessary documents related to the purchase of supplies, equipment and materials.
- Assist in the development and review of purchasing procedures and methods and and then train personnel on the application of those procedures and methods.
- Interpret and apply BREC purchasing policies and procedures.
- Solicit bids from vendors; compare costs and evaluate the quality and suitability of supplies, materials and equipment.
- Select appropriate vendors; accomplish the purchase of supplies, equipment and services.
- Maintain contact with vendors; keep informed of new products, market conditions and current prices; evaluate vendor performance.
- Confer with Departmental representatives to determine purchasing needs, specifications and areas of standardization.
- Respond to request for proposals and questions from various vendors.
- Administer P-Card and other credit card programs
- Oversee warehouse operations and supply management.
- Review, evaluate and recommend best Procurement and latest trends in Procurement
- Prepare periodic reports.
- Perform related duties as assigned

Full time, 8 hours a day, 5 days a week; occasional overtime; one hour lunch break daily, other breaks as needed.
