Purchasing Manager manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Additionally, Purchasing Manager oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Typically requires a bachelor's degree. Typically reports to a director. The Purchasing Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     Job Summary:

    Oversees the operations, staff, policies, and procedures of the Purchasing Department. Responsibilities include ensuring that District personnel adhere to all Board and District policies related to purchasing to include all federal and state laws with regard to contracting, bidding, and purchasing of goods. Monitors contract compliance, vendor performance, and provides advice in regard to contractual matters. Provides strategic planning and management of District purchasing and contracting functions to include ensuring that procurement processes are effective, efficient, ethical, and provide the best possible value to the District.

    Essential Duties and Responsibilities:

    • Manage daily purchasing activities, including identifying work assignments; providing leadership in determining the proper procurement methodology; ensuring contract compliance; reviewing, evaluating and analyzing bids; monitoring procedures of bid awards; leading special project teams, and managing, maintaining and reviewing procedures for the physical administration of all contract documents.
    • Administers complex, sensitive procurements to ensure appropriate purchasing methodology is utilized in accordance with state and federal laws and Board policies. Plans, organizes, and leads the solicitation process including drafting and issuing RFP, RFQ, developing bid evaluation criteria and guiding District staff on processes involved. Prepares recommendation for award; analyzes, negotiates, and prepares contractual agreements.
    • Manage purchasing operations, assist school and department administrators to ensure all district policies and procedures are followed when purchasing materials and supplies. Development and implementation of purchasing policy and procedures to include training and communication to District staff.
    • Process requisitions into purchase orders, review for purchasing policy compliance. Provide guidance and training to District staff regarding procurement laws, policies, and procedures. Prepare and distribute purchase orders, expedite deliveries, and shipment. Perform all vendor management functions.
    • Manage the purchasing coordination for all District buildings and facilities, including ensuring that appropriate materials are ordered, received, and installed. Provide guidance to District staff in selection and procurement of fixtures, furnishings, and equipment.
    • Administer, manage, and analyze all purchasing card procurement solutions serving as the District procurement card administrator. Responsible for maintaining adherence to purchasing card policies and procedures, to include compliance with District staff. Responsible for reconciling, auditing, and reporting on a monthly basis.
    • Develop, maintain, and coordinate the fixed assets program of the District to include reconciling and recording of all District fixed assets. Provide training and guidance to District staff in regard to annual inventory and fixed assets and prepare all necessary fixed asset reporting as required by the District’s annual independent financial audit.
    • Responsible for the oversight and management of the District Warehouse to include storage and disposal of District assets in a safe and responsible way adhering to retention and disposal policies and procedures. Ensure a clean and maintained facility while complying with all safety protocols and guidelines.
    • Other duties may be assigned.

    Education, Training and Experience:

    • Bachelor’s degree in business administration or related field.
    • Over five years of experience in purchasing, inventory control and/or warehousing.
    • Operating knowledge and experience with Microsoft Word, Excel, PowerPoint, and OneDrive.
    • Criminal background check and District fingerprinting required.
