  • Closing Date: 6/12/2024 or upon the receipt of 50 application submissions.                                                             Director of Public Relations and MarketingDepartment of Transportations Annual Salary Range: $93,017.60 – $137,779.20 Job Summary:  The Public Relations & Marketing Director will serve as an advisor and consultant to the Director and Deputy Director on both internal and external communications specific to the Department of Transportation and its divisions. This position will oversee the development of effective implementation, tracking, evaluation, and revision of an integrated communications plan as well as any refinement of the department’s Strategic Plan. The Public Relations & Marketing Director will proactively build and maintain media relationships and will be the department’s point of contact for interviews and communication. These media relationships include but are not limited to mediums such as print, online, radio and TV. The major objective is to serve as the public relations liaison for four Department of Transportation (DOT) Divisions and coordinate communications with the Airport Division (Milwaukee Mitchell International Airport) and the Milwaukee County Transit System (MCTS). By assessing public image and the department’s strategic plan, creating press releases, creating talking points, reviewing marketing materials, participating in and promoting community events, and responding to public events and inquiries. The position exists to implement public relations policies, assist in advocacy for transportation related legislation and serve as the gatekeeper of media inquiries, in addition to acting as the department spokesperson when appropriate and directed.   Essential Duties and Responsibilities: Press and Media Relations – Be the point person and gatekeeper for all inquiries from media outlets. Works with media from initial contact to conclusion. Cultivates and fosters relationships with media. Provide interviews and acts as spokesperson when appropriate. Develop positive brand recognition and marketing campaigns - Develops and writes content that includes, but is not limited to news releases, media alerts, media statements, promotional pieces related to programming and information brochures, the department’s web site, informational talking points, monthly employee newsletter and department’s annual report. Strategic Planning - Assist in and when directed, lead the refinement and communication of the Department of Transportation’s Strategic Plan in conjunction with the County’s Mission, Vision, and Values. Promotion of Events and Programs - Promotes all public special events. Events and programs occur throughout the year and require support through presentations, media relations, website content and written promotional materials. Representation - represent the Department at County and community events as directed. Events may include but not be limited to town halls, public forums, job fairs and open house events. Create and Manage Social Media Platforms - Develops and manages brand’s social media identity. Creates written and visual content across several media platforms to include pertinent information on hiring events, programming, and current events. Engage and respond to public comments when appropriate. General Coordination of Public Relations Efforts - Coordinates non-media, on-grounds photo shoots, videotaping and other commercial video projects. Works with staff to develop effective print, promotional materials, and collaborates with staff to produce informational materials. Media coordination with the Milwaukee County Executive Office and public relations staff within county departments and divisions. Story Pitching - Proactively seeks opportunities to share positive messages, success stories, or unique collaborations to keep the community, potential funders, future partners, families, or elected officials informed of the work being done by the department. Oversee and modify as needed the department’s website. Ensure that the department’s website displays the most recent and accurate data for the public. Promote through media sources as well as existing departments pathways, all hiring events for department staff. Advocacy - assist in shaping and implementing strategies to direct legislative and regulatory activities within local ordinances, state legislation and/or federal regulations. Perform all other duties as assigned.   Minimum Qualifications: Current resident of the State of Wisconsin. Valid Wisconsin Driver's License and maintained throughout employment. Bachelor’s degree or higher required At least five (5) years of experience in managing and communicating an organizations interest on matters related to public transportation and associated infrastructure, innovation, and supporting operations Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.     Knowledge, Skills and Abilities: Ability to exchange of basic information with internal and/or external contacts, maintain sensitive or confidential information, explain and gather information, answer queries, or provide assistance to internal and/or external contacts, perform with a high degree of authority in securing understanding and cooperation with internal and/or external contacts, read, write and comprehend simple instructions, reports, short correspondence and memos; makes decisions of responsibility and final recommendations, which may result in the formulation of strategic plans of action to achieve the broad objectives for the organization; involves long-range future planning including scope, direction and goals, and perform within difficult or complex working conditions or situations not easily evaluated; decisions require considerable judgment, initiative and ingenuity in areas there is little precedent.   NOTE: This position is unclassified and not subject to Civil Service Rules and Regulations.
