Proof Department Manager manages the day-to-day activities of check encoding and processing operations. Ensures production targets are met with required levels of accuracy. Being a Proof Department Manager reviews errors, exceptions, and resolves process or equipment problems. Completes required audits, reporting and documentation. Additionally, Proof Department Manager oversees training for new hires. Typically requires an associate degree. Typically reports to a manager or head of a unit/department. The Proof Department Manager supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions.     The following are the duties of this position at the full working level.

    • Develops and implements necessary plans and schedules for the accomplishment of organizational objectives.
    • Prepares annual work plans, semiannual and quarterly work schedules, accession schedules for staffing, production output projections and other plans and controls for maintaining an efficient program.
    • Plans for and directs the analysis of the workload, alters plans as necessary to accommodate changes in programs and priorities to effectively manage a function with a wide range of program and administrative activities, and to ensure optimum utilization of resources.
    • Practices sound position management in assigning work and establishing or abolishing positions to achieve a cost-effective and efficient work operation.
    • Identifies training and development needs of subordinate employees and initiates training plans for the department organization to upper management.

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.     You must meet the following requirements by the closing date of this announcement:

    SPECIALIZED EXPERIENCE: IR-02 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-10 grade level in the Federal service. Specialized experience for this position includes:

    • Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight.
    • Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others.
    • Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled.
    • Experience applying budget and fiscal methods used in establishing and maintaining an organization.
    • Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.

    AND

    MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

    TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
