    SUMMARY

    Reporting to the Assistant Director of Programs, this position is responsible for overseeing and managing the Refugee Services Program, covering both resettlement and post-resettlement services. The role involves managing finances, operations, administration, staff, and quality standards within the program. It also involves seeking funding opportunities, and collaborating with community partner. In addition, the position is responsible for continued growth and participation in the evaluation of program services and accreditation in support of the mission, vision, and strategic initiatives of Catholic Charities and its stakeholders. 

      

    ESSENTIAL DUTIES and RESPONSIBILITIES

    • Manages daily operations of the refugee services program, offering guidance, leadership, and direct support across all service areas. 
    • Leads the recruitment, hiring, and training of the refugee services team, ensuring proper supervision and support. 
    • Oversees special projects and potential new services, providing guidance and support to relevant personnel. 
    • Ensures compliance with program standards, grant requirements, and contracts related to resettlement and post-resettlement services. 
    • Supervises two Refugee Services Supervisors (RSS), conducting regular check-ins and annual reviews. 
    • Organizes monthly team meetings with the entire refugee staff and Assistant Director of Programs. 
    • Participates in grant proposal development to support the Refugee Services program. 
    • Manages the budget for grants from various funders, ensuring expenses are within allocated budgets. 
    • Approves and submits expenses and signs invoices related to refugee services. 
    • Expands post-resettlement services through strategic planning, development, maintenance, and evaluation. 
    • Engages with community groups as a representative of Catholic Charities, particularly Ethnic Community Based Organizations (ECBOs). 
    • Attends community meetings as a representative of Catholic Charities and advocates for refugee community issues. 
    • Provides ongoing updates to the Assistant Director of Programs on program status, client outcomes, and compliance issues. 
    • Acts as the principal liaison with the United States Conference of Catholic Bishops/Migration and Refugee Services (USCCB/MRS). Collaborates with other program managers on the Leadership Council to ensure efficient service delivery. 
    • Participates in the Refugee Alliance of Central Iowa (RACI) Steering Committee and attends board meetings. 
    • Coordinates with the Community Relations Manager on volunteer activities, orientation, and training. 

    Requirements

    EDUCATION and EXPERIENCE QUALIFICATIONS

    • Bachelor’s Degree from a four-year accredited college or university in a human services or related field; or equivalent combination of education and experience
    • Three to five years of progressively responsible non-profit experience in program management preferably in refugee resettlement/post-resettlement.
    • Two years of experience supervising employees.
    • International work or study experience and second language abilities a plus!

    KNOWLEDGE, SKILLS and ABILITIES

    • Knowledge of refugee resettlement processes, cultural competency, trauma-informed care, and immigration policies.
    • Ability to communicate effectively and diplomatically in a multicultural setting and with limited English proficiency speakers
    • Strong leadership, communication, and problem-solving skills.
    • Ability to work collaboratively with diverse stakeholders and adapt to changing environments.
    • Proficiency in applying management principles and practices to cultivate a collaborative work environment. 
    • Understanding of budgeting and fiscal management principles.
    • Proficiency in data management, report writing, and grant preparation and management.
    • Skills in program planning and implementation.
    • Proficiency in analyzing and interpreting policies, contractual language, and financial reports.
    • Strong computer skills, including navigating a PC with a Windows-based operating system, utilizing MS Office applications, conducting internet research, and working with databases and information retrieval systems. 
    • Ability to work under pressure with deadlines and manage multiple priorities in a fast-paced environment.
