Recent Graduate - Financial Management Specialist

  • Duties

    Major duties at the GS-09 level include but are not limited to the following:

    • Participate in the planning and performance of financial management duties that involve the analysis of interrelated administrative budgetary, financial, and accounting processes.
    • Work with customers and stakeholders to assess needs, provide information or assistance, and resolve problems.
    • Conduct training in financial management, fiscal policy, appropriations law, and travel regulations.
    • Analyze and interpret accounting data, reports, projections, and trends to assist in resolving short and long-term financial issues related to posted accounting transactions.
    • Conduct regular reviews of financial transactions to ensure prompt and accurate processing of financial transactions.
    • Analyze process flows, review data in reports and financial statements, and review and reconcile internal reports.
    • Maintain accounting documentation to provide a complete audit trail through the payment lifecycle.
    • Review and obtain accounting documentation to satisfy demands from OCFO and auditors.
    • Facilitate cooperation and motivate team members to accomplish group goals.
    • Assist others with learning through formal or informal methods and provide constructive feedback.

    • The entire duration of the Recent Graduate Appointment constitutes a trial period.
    • Appointees must sign a DOL Pathways Recent Graduate Program Participant Agreement.

    Qualifications

    You must meet the Basic Requirements listed under "Education" AND the Specialized Experience below to qualify for the Recent Graduate - Financial Management Specialist, as described below.

    For GS-9, Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service.

    Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

    Qualifying specialized experience for this GS-9 position includes: Experience in the use of financial systems to process invoices and transactions; and Experience using automated software and keyboarding for word processing, data entry and report generation.

    Education

    **To be eligible for a Recent Graduate appointment, you must meet requirements A or B:

    A. Completed all requirements for an associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; or

    B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certification. You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above.     Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.

    Additional information

    This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
