    The Human Resources team provides services and solutions in the areas of compensation, benefits, recruiting, policy compliance, performance management, payroll services, and labor and employee relations along with other personnel services.

     

    PRIMARY OBJECTIVE

     

    Reporting to the Director of Labor & Employee Relations, the Specialist I-EEO, Labor & Employee Relations functions as an entry level specialist in the District Office’s EEO, Labor and Employee Relations Department. The Specialist I -EEO, Labor & Employee Relations is responsible for conducting disciplinary and grievance hearings, investigating complaints of discrimination and harassment, administering human resources rules, policies and procedures, implementing progressive discipline across multiple bargaining units, and conducting necessary labor & employee relations training sessions. The Specialist I - EEO, Labor & Employee Relations also performs duties to support the department’s compliance and administrative functions. Performs related duties as required.

     

    ESSENTIAL DUTIES

     

    ·       Serves as a representative at hearings, grievances, and meetings regarding labor relations matters.

    ·       May contribute to the investigation of labor relations problems and assist with the coordination of appropriate responses to effectuate satisfactory resolutions.

    ·       Assists in the communication process regarding union grievances and disciplinary actions. Assists with grievances in Steps 2 and 3, which include communicating findings and resolutions, coordinating hearings with union officials, and coordinating correspondence with them.

    ·       Assists in facilitating the monitoring system for EEO complaints, disciplinary actions, and union grievances within the department. Analyzes the data and generates the reports necessary for consistently disseminating the information.

    ·       Assists in the acknowledgement, evaluation, and documentation in a database all grievances, EEO complaints, and disciplinary actions forwarded to the Labor Relations Department.

    ·       Establishes and maintains accurate electronic and paper files about EEO, labor relations, and disciplinary action.

    ·       Coordinates accurate responses to all union and legal requests as well as employee requests for personnel files to ensure that they are delivered in a timely manner.

    ·       May deliver responses to inquiries about the interpretation of union contracts, ensuring that emails, questions, and inquiries are routed to the appropriate individuals and that follow-up is conducted. 

    ·       Acts as a liaison between the college's human resources department and grievances. Ensures adherence to district policies and the various collective bargaining agreements.

    ·       May provide support in managing various departmental and compliance operations, such as mandatory trainings, post-employment drug and alcohol testing, ADA reasonable accommodation requests, and indebtedness.

    QUALIFICATIONS

     

    ·       A Bachelor’s degree from an accredited college or university in Human Resources with a concentration in Labor Relations or Employee Relations, Business Administration, Public Administration, or a related field

    ·       Two years of experience in Human Resources, employment law and discrimination issues, or related field

    ·       Experience working as a paralegal desirable

    ·       Combination of education and experience may be taken into consideration based on the applicant’s credentials 

    ·       Knowledge of human resources management principles

    ·       Knowledge of labor and employee relations practices

    ·       Knowledge of applicable federal and state employment laws including Title IX of the Educational Amendment of 1972, the Americans with Disabilities Act of 1990 and Amendments Act, Section 504 of the Rehabilitation Act of 1973, and Title VI and Title VII of the Civil Rights Act of 1964

    ·       Knowledge of City Colleges of Chicago (CCC) Equal Opportunity Policy 

    ·       Excellent interpersonal and communication skills

    ·       Excellent organizational and time-management skills

    ·       Strong analytical and problem-solving skills

    ·       Demonstrated ability to coordinate a high volume of diverse assignments, effectively handling competing priorities, maintaining a high level of confidentiality, and maintaining attention to detail

    ·       Must be able to work well with employees at all levels of the organization, student, and individuals working outside of City Colleges of Chicago. Must be able to handle all situations with tact and diplomacy. Must possess flexibility to adjust to a dynamic work environment

    ·       Must be self-directed and able to prioritize assignments. Must be able to meet deadlines

    ·       High-level of human relations skills, maturity and considerable discretion in handling confidential matters required.

    ·       Ability to work within a culturally diverse environment

    ·       Proficient in the use of Microsoft Office (Word, Excel, PowerPoint, Outlook)
