Information Technology Manager manages the implementation and administration of information systems and equipment in accordance with organizational policies and goals. Administers internal procedures and guidelines to diagnose and resolve technical issues across different systems and technologies, including hardware, software, and networks. Being an Information Technology Manager oversees the analysis of business needs and selects IT hardware and software products to support internal business processes. Develops detailed documentation of methodologies, processes, and specifications of an organization's IT systems and assists with the planning of the organization's IT roadmap. Additionally, Information Technology Manager manages the IT strategy and roadmap to ensure computer equipment, hardware, and software operate in alignment with organizational needs and standards. Plans and implements an organization's network infrastructure including LANs, WANs, and wireless networks and monitors network performance. Allocates resources and oversees departmental budget to support and manage IT projects through the entire lifecycle. Requires a bachelor's degree. Typically reports to a director. The Information Technology Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Information Technology Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     ROLE

    We need an Information Technology Program Manager for the Naval Systems Command (NAVSEA), Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT). NUWCDIVNPT conducts research, development, testing, evaluation, and engineering support for submarines, autonomous underwater vehicles, and undersea weapon systems. The Electromagnetic Systems Department (Code 34) supports NAVSEA and other Naval Commands in designing tactical and strategic combat systems and sensors for U.S. Navy submarines, surface ships, aircraft, and land facilities. Your role as a Senior Management Analysis and Support Specialist for the Electromagnetic Systems Department will be to provide a variety of functions related to project management, financial management, and other tasks to support the NUWCDIVNPT’s mission.     RESPONSIBILITIES

    General

    Lead the development and implementation of management strategies and plans to ensure project success.

    Provide expert analysis and recommendations to senior management and project teams on complex issues.

    Oversee the preparation, coordination, and submission of project materials ensuring accuracy and timeliness.

    Mentor and supervise junior analysts, ensuring high quality and consistency in their work.

    Manage engineering and technical programs, ensuring all project deliverables meet quality standards.

    Utilize a variety of tools for effective project management and reporting.

    Ensure projects are completed on time, within scope, and within budget.

    Conduct regular project assessments and implement continuous improvement practices.


    REQUIRED SKILLS/EXPERIENCE

    Demonstrated experience in project management for engineering and technical programs.

    Demonstrated proficiency with Navy Enterprise Resource Planning (ERP), Tableau, & Microsoft Access.

    Demonstrated proficiency with Microsoft Excel, Microsoft PowerPoint, and Microsoft Visio.

    Strong leadership, communication, and organizational skills.

    Excellent analytical, research, and reporting skills.


    PREFERRED EDUCATION / CERTIFICATIONS

    Project Management Institute, Masters in Business and Administration (PMI-MBA) certification.

    Project Management Institute Scheduling Professional (PMI-SP) (or equivalent) certification.

    Certified Defense Financial Manager (CDFM).
