Human Resources Manager develops human resources policies and programs and directs the staff in managing and implementing programs that support employee engagement, productivity, and company objectives. Manages key HR functions, including recruiting, employee/labor relations, health and safety, compensation, benefits, training, diversity, payroll, and employee records. Being a Human Resources Manager develops and delivers internal staff communications. Evaluates, selects, and manages relationships with vendors to provide supplemental HR processes and services. Additionally, Human Resources Manager maintains employee records of pay, benefits, accidents, performance, and other activities and files reporting required to comply with labor laws and regulations. Collaborates with leadership on special projects. Requires a bachelor's degree. Typically reports to a director. The Human Resources Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.   • Job Summary

    The Human Resources Manager will contribute to the leadership and oversight of the Human Resources department including employee relations, legal compliance, compensation, payroll, performance management, benefits administration, and enforcing company policies and practices.

    Essential Duties And Responsibilities

    • Assists with the planning, development, and implementation of effective human resource strategies and policies. Evaluates and makes recommendations for improvement of HR policies, procedures and practices. Maintains knowledge of industry trends and employment legislation and assists with ensuring organization's compliance.
    • Oversee the administration of the Credit Union's benefit programs, including medical coverage, dental insurance, group life insurance, LTD/STD, retirement plans, and additional benefits. Ensures proper maintenance and distribution of plan documents and employee communications relating to benefits. Recommends changes or additions to the program to reflect employee and credit union needs. Assures compliance with all legal requirements of various employee benefit programs and oversees preparation and filing of mandatory legal reports.
    • Provides day to day performance and employee relations guidance to Managers and Supervisors. Provides interpretation and guidance on HR policies. Addresses employee relations concerns, including complaints and allegations of harassment. Manages actions related to employee relations and discipline including drafting written documentation. Coordinates and maintains employee engagement programs. Administers quarterly Internal Service Surveys and oversees out-of-balance incidents on a regular basis. Assists with employee off-boarding responsibilities.
    • Supervises the Payroll, Benefits, and Generalist staff, assuring the consistent delivery of high quality and accurate HR and administrative services. Maintains knowledge of payroll and benefit- processes and serve as back-up as required. Provides effective leadership to include staff recognition, staffing efficiency, effective peer interaction, timely employee reviews, conflict resolution and leading by example. Proactively trains and develops staff in order to attract and retain high performing staff.
    • Assists with coordinating management training in topics such as interviewing, hiring, terminations, promotions, performance reviews, harassment, and employee relations.
    • Proactively demonstrates the TVFCU core values of integrity, honesty, flexibility, teamwork, leadership, accountability and strong relationships in every interaction with members or co-workers.
    • Oversees the performance appraisal system for the credit union, including the completion of current, accurate job descriptions and performance appraisals; writes and revises as necessary; ensures performance appraisals are completed by supervisors on time.
    • Maintains and expands knowledge and understanding of existing and proposed federal and state laws/regulations.
    • Proactively demonstrate the TVFCU core values of integrity, honesty, flexibility, teamwork, leadership, accountability and strong relationships in every interaction with members.
    • Perform other duties as assigned.

    Educational And Work Experience Requirements

    • Bachelor’s degree in Human Resources or equivalent work experience.
    • A minimum of five years of Human Resource management experience preferred. Working knowledge of multiple human resource disciplines, including benefit, payroll and compensation practices, employee relations, performance management, and federal and state respective employment laws.
    • Strong leadership and management skills to effectively lead and motivate a team.
    • Excellent verbal and written communication skills.
    • Excellent interpersonal skills, negotiation and conflict resolutions skills. Highly organized, detail oriented and demonstrated analytical capabilities.
    • Ability to work in a fast-paced, changing environment, where multiple priorities need to be effectively managed.
    • Strategic mindset with ability to align HR initiatives with the overall goals and objectives of the organization.
    • Ability to project a professional image and positive attitude in any work environment.
    • High level of discretion with confidential information.
    • Demonstrated proficiency in using HRIS (Paycom is a plus), and advanced knowledge of Word, Excel and Outlook.
    • Flexible to work outside of regular work hours as necessary.
