    Position Summary

    This position works closely with the Grant Program Manager to oversee developing and submitting public and private grant proposals, and ensuring projects transition smoothly from pre-award to post-award, including: identifying funding opportunities, conducting external research, and working collaboratively with internal and external personnel to develop and support projects and proposals that support the mission and goals of Grant PUD. This position demonstrates a high level of understanding and knowledge for federal loans and grant processes.

    Responsibilities involve coordinating the Community Benefits Program and leading the writing and compliance tracking of all Community Benefits related plans, serving as the lead grant writer or writing liaison for all funding proposals.

    Collaborates with District Financial Leaders and effectively assist in the development and coaching of Grants Analyst Staff.  The position requires expertise in private, state, and federal grant writing, excellent communication skills, and experience in needs assessment and budget development.

    Works under the direction of the Grant Program Manager to identify and execute funding application and award management and closeout.

    The Grant Writer will collaborate with the Grants Program Manager in the administration of all grant-related initiatives and activities, in coordination with other Grant PUD departments.  Essential duties and responsibilities may include, but are not limited to, the following:

    Pre-Award Responsibilities:

    • Review potential grant opportunity details with the appropriate Department and Executives to determine if the opportunity fits and supports existing strategic program direction;
    • Lead teams to write technical grant application content.
    • Serve as the lead writer on all federal proposals and lead coordinator or writer on all private and state grant proposals; or fully support a contracted grant writer as their internal liaison.
    • Guide staff in project development, including preparing documentation for internal review and approval processes;
    • Assist the External Affairs Department build relationships with appropriate funding sources and serve as a primary point of contact with funders during the grant development process;
    • Network with colleges, local unions, community organizations, business/industry partners and others to develop new partnerships that support Community Benefits Program goals.
    • Develop or review all grant budgets, coordinating with External Funding Account as needed to ensure appropriate budget structure and employee classification/salary prior to submittal.
    • Finalize and submit approved grant applications.

    Award and Post-Award Responsibilities:

    • Coordinate with Grants Analyst and Legal to ensure the timely review and completion of all grant agreements and award documents;
    • Maintain grant submittal and award or rejection documentation in compliance with state and federal records retention policies;
    • Coordinate with Grants Analyst and Facilitate a smooth transition from pre-award to post-award; including:
      1. Leading the initial project kick-off meeting with the grant project team, and appropriate Executive staff.
      2. Providing information and guidance as requested to Grant PUD staff involved in grant development and management;
      3. Assisting Grant Analyst with preparing all grant performance and financial reports; and
      4. Reviewing all grant performance and financial reports prior to submittal.

    Other Responsibilities:

    • Organize and track grant activity, including:
      1. Creating and maintaining records of all grants submitted;
      2. Preparing and submitting summary reports for grant administrators and Grant PUD administration; and
      3. Reviewing and assisting to maintain an up-to-date calendar to keep all applicable staff informed of upcoming grant deadlines.
    • Attend training opportunities to remain proficient in grant development and award processes and stay informed of changing grant standards and proposal guidelines.
    • Create and provide relevant grant trainings for Grant PUD staff.
    • Assist the Grant Program Manager in updating and maintaining Grant PUD’s Grant Management Handbook and policies to ensure up-to-date information is available for and staff/
      • Participates in and facilitate work groups and
      • Provide interpretations and recommendations of External Funding requirements.
      • Assist in achieving accurate and reliable data and reports for budgeting and actual
      • Develops relationships across the enterprise to develop consistent data requests, reporting requirements and Develops professional and effective relationships at all levels of the organization.
      • Proactively participates in company-wide initiatives as requested.
      • Maintains a high level of confidentiality regarding personnel issues and sensitive operational
      • Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan, Grant PUD / IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
    • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies and
    • Perform other duties as assigned.

    Safety:

    Actively participate in all aspects of our safety program, including but not limited to:

    1. Following all safety policies and
    2. Alerting supervisors and coworkers to unsafe or hazardous working
    3. Reporting any safety incidents or close calls within 24 hours to your
    4. Accepting feedback from supervisors and coworkers regarding your own safety
    5. Ensures all safety-training is completed as requested as well as attending safety

    Education and Experience

    Required 

      • Bachelor's degree from an institutionally accredited college or university;
      • Experience in writing successful public or private grant applications; and
      • Experience in project or program development and budgeting.
      • Two (2) years of documented success in writing awarded federal grant proposals;

      Preferred

      • Master's degree from an institutionally accredited college or university;
      • Experience in internet-based research skills and ability to synthesize research and data.

      License and Certification 

      Required

      • A valid State driver’s

      Preferred  

      • Certificate in Grant Writing
      • Project Management Professional Certification (PMP)

      Other Knowledge, Skills, and Abilities

       

      • Knowledge of Federal loans and grants processes and requirements.
      • Skill in project management techniques and principals.
      • Knowledge of SharePoint and Microsoft Project including the ability to create and interpret schedules.
      • Strong Excell Skill and Skills in Microsoft 365 Suite.
      • Ability to familiarize quickly with Grant PUD processes.
      • Ability to deliver technical and non-technical presentations, and speak professionally and effectively before a wide range of audiences.
      • Demonstrate a willingness to work with, and help others in completing job assignments, the ability to accept constructive criticism, and to cooperate with fellow employees and supervisors; demonstrate alignment with Grant PUD Values and Mission.
