Government Compliance Manager plans and directs the government compliance function; provides corporate-wide focus for efforts relating to compliance with government procurement laws and regulations. Includes oversight responsibility for government contract compliance audit and training functions. Being a Government Compliance Manager establishes policy on a variety of procurement matters, including government accounting, government property and independent research and development issues. Develops and maintains the company's compliance risk management program to manage legal and regulatory compliance risks based on the Federal Sentencing Guidelines requirements and benchmarking research, facilitating the systematic assessment and management of compliance risks. Additionally, Government Compliance Manager ensures compliance with Sarbanes Oxley. Requires a master's/law degree in area of specialty. Typically reports to a head of a unit/department. The Government Compliance Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Examples Of Work To Be Performed

    • Assists the Director of Regulatory Compliance with strategic initiatives and helps to shape departmental policies.
    • Serves as a critical member of the department leadership team and assumes the associated leadership responsibilities of that position.
    • Initiates, oversees and reviews program inspections and investigations; ensures compliance with codes and regulations; enforces and oversees proceedings; participates in difficult investigations and inspections and ensures appropriate enforcement actions with conclusive results.
    • Performs and directs staff on appropriate procedures to inform the public, other public agencies, and internal departments by phone, letter, and in person regarding code, rental, and health regulations, procedures, and violations. Provides customer service to internal and external customers by responding to requests and complaints in a timely and professional manner.
    • Researches, analyzes and defines regulatory concerns in the community, and recommends, develops, and oversees resolutions to meet needs.
    • Reviews code-related documents and specifications for compliance with all applicable health and safety, building codes, and city zoning requirements.
    • Performs a variety of physical skills including but not limited to seeing, sorting, typing, and writing; operating a motorized vehicle; operating various types of standard office equipment; and working in an indoor and outdoor environment.
    • Supervises personnel by participating in the interviewing and hiring process; coordinates opportunities for training employees; performs employee evaluations and disciplines employees as necessary.
    • Keeps accurate records; maintains bookkeeping system related to budget, permit and license records; and oversees office operations by calculating reports, writing and creating various documents, preparing correspondence, approving the payment of invoices, and monitoring expenditures.
    • Collects and maintains data and records for code compliance, rental inspection, and health inspection programs and reports related information to administration as directed.
    • Prepares reports and correspondence for review and approval by the Director and assists with expense-revenue projection and budget preparation.
    • Recommends and participates in the implementation of goals and objectives; establishes schedules and methods for delivery of services; implements policies and procedures.
    • Continuously monitors and evaluates the quality, responsiveness, efficiency, and effectiveness of assigned programs, service delivery methods and procedures, and supervises the Regulatory Compliance Supervisor and employees on the continuous improvement of services.
    • Builds and maintains positive working relationships with co-workers, other city employees, and the public using principles of good customer service, positive staff engagement, and a high level of integrity.
    • Represents the department at required meetings, training, conferences or workshops as required by the Director or their designee. Includes conducting presentations to Boards and Commissions, City Council Subcommittees, City Council, and other related agencies.
    • Provides leadership, direction, and training to Code Compliance Officers, Rental Inspectors, Health Inspectors, and all other division staff.
    • May require work on evenings, holidays, and/or weekend hours.
    • Perform other duties as assigned or directed.

    • Knowledge of inspection procedures and ability to enforce health and food safety codes and act as a public information resource to the public and city regarding public health.
    • Ability to read and interpret laws, rules, and regulations.
    • Ability to issue warning notices, notices to appear, and citations.
    • Knowledge of and ability to research and prepare cases for prosecution and testify in court.
    • Ability to learn the city streets and highways.
    • Ability to make competent decisions under stress.
    • Ability to respond to and resolve sensitive and/or controversial inquiries and complaints.
    • Ability to develop alternative solutions to problems and evaluate courses of action to reach appropriate recommendations for decision making.

    Required Education, Training And Experience

    • High School Diploma or GED
    • A registered Code Enforcement Officer’s license issued by the Texas Department of State Health Services.
    • Minimum five years’ experience performing municipal code enforcement in a public agency with a minimum of two years’ experience in supervision.
    • Must have experience in public speaking and written communication.
    • Must be able to organize and direct citizen and/or volunteer groups.
    • Must possess a valid Texas Driver’s license.
    • Any work-related experience resulting in acceptable proficiency levels in the above minimum qualifications is an acceptable substitute for the education and experience requirements.

    Desired Training And Experience

    • Additional training or experience in related field.
    • Additional training or experience regarding environmental and public health related to food establishments, pools, spas, PIWFs, and child care centers.
    • International Code Council Property Maintenance and Housing Inspector Certification.
    • International Code Council Zoning Inspector or Code Enforcement Administrator Certification.
