    JOB DESCRIPTION

    Summary/Objective

    To plan, organize direct and review the activities and operations of the Electric Utility department including administrative functions, services to customers, distribution and power supply. To coordinate assigned activities with other departments and outside agencies and to provide supervision of the entire department.

    Essential Functions:

    • Develop, plan and implement department goals and objectives, administer city and department policies and procedures.
    • Coordinate department activities with those of other departments and outside agencies and organizations; provide staff assistance and act as a technical advisor to the City Council, prepare and present staff reports and other necessary correspondence.
    • Direct, oversee and participate in the development of the department’s work plan; assign work activities, projects and programs; monitor workflow, review and evaluate work products, methods and procedures.
    • Supervise and participate in the development and administration of the Electric Utility Department budget; direct the forecast of additional funds needed for staffing, equipment, materials and supplies, monitor and approve expenditures; implement mid-year adjustments.
    • Select, train, motivate and evaluate personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures.
    • Direct and evaluate power resources including analysis, selection and contract negotiations.
    • Plan, organize direct and evaluate electrical generation, transmission and distribution systems and the construction, maintenance, and operation of City electrical facilities; ensure the Electric Utility Department is safe, reliable, and managed in an economical and efficient manner.
    • Provide general direction and oversight of the Electric Department’s regulatory compliance activities to ensure compliance with local, state and federal laws and regulations.
    • Develop, implement and administer the City’s capital improvement program as related to City electrical utility facilities.
    • Represent the Electric Utility to outside groups and organizations to include large industrial and commercial customers; participate in outside community and professional groups and committees; provide technical assistance as necessary.
    • Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary.
    • Build and maintain positive working relationships with co-workers, other city departments, employees and the public using principles of good customer service.
    • Plan, direct and control the administration and operation of the Electric Utility Department.
    • On a continuous basis, analyze budget and technical reports; interpret laws, regulations, codes and procedures; observe performance and evaluate staff; problem solve department related issues.
    • Prepare and administer department budgets.
    • Develop and implement department policies and procedures.
    • Supervise, train and evaluate assigned personnel.
    • Gain cooperation through discussion and persuasion.
    • Analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish and maintain effective working relationships with those contacted in the course of work.

    • This position requires you to attend regular meetings with Bonniville Power Administration. Out of town meetings with Idaho consumer owned utilities association and Northwest Requirements Utilities should attended as frequently as possible (approx. one per month). Interaction with these groups and expressing the needs of the City of Burley to maintain the lowest cost, most reliable power, are of high importance to this position.

    Exercises direct supervision over all department personnel.

    Work Environment

    On a continuous basis, sit at desk and in meetings for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone; write or use a keyboard to communicate through written means; and lift or carry weight of 30 pounds or less.

    Works outdoors, in all types of weather, and in potentially hazardous environments providing support to lineman crews.

    Physical Demands

    The physical demand described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

    Requires the ability to exert a considerable amount of force frequently to lift, carry, push, pull or otherwise move objects and to stoop, crouch, work prone to reach work, climb and lift in the performance of manual labor; to operate a variety of tools, equipment and vehicles; to work around electrical equipment in a safe manner. Prolonged periods standing, kneeling, bending, and climbing ladders or scaffolding. Must be able to lift up to 50 pounds at a time. Tasks require color and visual perception and discrimination, as well as oral communications ability.

    Travel

    Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

    Required Education and Experience

    Equivalent to a High School Diploma. Must demonstrate safe work practices. Seven years of increasingly responsible experience in electrical utility; including five years of senior administrative and management responsibility.

    Preferred Education and Experience

    Equivalent to a bachelor’s degree from an accredited college or university with major course work in electrical engineering, business administration, public administration, or economics.

    Journeyman lineman with experience in supervision, rate setting, and administrative experience. Must understand working with BPA, wholesale power providers and regulatory agencies.

    Additional Eligibility Qualifications

    Must maintain insurability under the City’s vehicle operator’s insurance policy. Experience in the repair of electrical equipment and experience in public relations.
