    Work with ODNI partners in the compilation of pertinent workforce data in the preparation of CDAs such as: Annual EEOC 462 Report on Complaints Activity; Annual and quarterly Notification and Federal Employee Antidiscrimination and Retaliation Act (No FEAR); and EEOC Management Directive 715.

    Evaluate ODNI policies and practices to ensure compliance with the federal government's mandate to be a model employer, as described in the EEOC's MD-715.

    Oversee and lead the analysis and development of statistical data for inclusion in action reports, plans, compliance reviews, and progress reports for senior ODNI leadership. Prepare and distribute reports in compliance with Federal regulations.

    Plan, develop, and present written and oral briefings to senior-level customers, including ODNI senior leadership and the workforce as appropriate, on significant and complex diversity and/or EEO issues; explain programs and issues to non-expert customers to ensure understanding, and tailor programs, methods, and products to ensure alignment with customer needs.

    Deliver training and/or consultation to members of the ODNI workforce regarding EEO compliance requirements, rights and responsibilities, and other matters within the office's organizational jurisdiction, as applicable.

    Cultivate and maintain productive working relationships with colleagues, diversity experts, and ODNI senior leadership to share information of interest, explain the specifics of diversity and reasonable accommodation programs and/or EEO programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.

    • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
    • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
    • A two-year trial period is required for all new permanent appointments to the ODNI.

    Qualifications

    Mandatory Requirements:

    Superior, analytic and critical thinking skills, the ability to identify issues and develop process improvement. recommendations, and excellent writing skills utilized in the preparation of reports and other correspondence.

    Superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.

    Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision.

    Expert knowledge and experience in major EEO and/or diversity program functions.

    Expert knowledge of Federal EEO and/or Diversity laws, regulations, polices, and practices.

    Expert understanding of the nature and causes of institutional barriers to EEO and/or diversity.

    Expert program management, analytic, and critical thinking skills, including superior ability to conduct program assessments, identify needs and requirements, and develop recommendations for the successful implementation of diversity and/or EEO programs.

    Two years of Federal-level EEO experience.

    Desired Requirements:

    Knowledge of personnel management principals, in general.

    Superior ability to identify and define solutions to equal opportunity issues through systematic fact-finding or investigation.

    Superior ability to research and interpret legislation and guidance affecting EEO in the federal workplace.

    Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
