    POSITION SUMMARY
    Along with the Board and the CEO, the Director of Workforce Development is responsible to support the Rhode Island Free Clinic, its employees, volunteers, and donors in the expansion of a high-quality sustainable volunteer model of healthcare delivery for the uninsured through innovative and collaborative strategies and partnerships.

    The Director of Workforce Development is a key member of the RIFC senior leadership team who provides strategic direction for and overall management of RIFC’s workforce recruitment, training, recognition, and retention efforts. The Director of Workforce Development reports to the CEO and supervises both employed and volunteer team members assigned to workforce development responsibilities.

    The Director of Workforce Development is responsible for systems designed to achieve and maintain the successful recruitment, hiring, on boarding, orientation, competency, and retention of the Rhode Island Free Clinic’s (RIFC’s) diverse workforce of employees, volunteers, preceptors, students, and interns.

    The Director of Workforce Development is a leader who initiates and implements grants and programs such as AmeriCorps VISTA, the Northern Rhode Island Area Health Education Center (AHEC), and collaborations with academic institutions all meant to support RIFC workforce success.

    PRINCIPAL DUTIES AND RESPONSIBILITIES

    • Understands the mission, vision, and goals of the RIFC in order to develop effective and sustainable workforce development strategies and tactics in collaboration with RIFC leadership and Board.

    • Manages organizational change and transitions to advance the Clinic’s impact with results driven outcomes.

    • Displays leadership in promoting organizational integrity, systems management, program evaluation, accountability, effective communication and reporting throughout the organization. Is knowledgeable about local, state, and federal trends to remain current with healthcare, financial, economic, and political trends that may influence the direction and future success of the Clinic.

    Workforce Development

    • Serve as staff assigned to Board committees from time to time with responsibility to schedule meetings, draft agendas for approval by committee chairperson, compile and share meeting minutes, and facilitate a high level of committee member engagement in order to develop and implement strategies to meet diverse workforce goals.
    • Serve as a primary team member – along with the CEO and Board members – to develop and maintain collaborative relationships with federal, state, city, and private institutions that are sources of financial support for RIFC’s workforce through grants and programmatic initiatives such as Community Development Block Grants, AmeriCorps VISTA, and Rhode Island Department of Health’s Care Transformation initiatives.
    • Creates, implements, and manages recruitment, training, recognition, and retention plans designed to attract employees, volunteers, and students to support and be part of RIFC’s mission to meet the healthcare needs of uninsured adults in Rhode Island.
    • Serve as a primary resource for developing and maintaining a professional, supportive, respectful, diverse, inclusive, and safe work environment that recognizes and rewards successful performance by all workforce members.
    • Along with the CEO - develop and maintain collaborative relationships with public and private institutions and initiatives that make up RIFC’s academic affiliations. Grow RIFC’s opportunities for hosting practical clinical and non-clinical experiences for students enrolled in a wide variety of healthcare and management training programs such as the Area Health Education Center (AHEC), medical and public health education with Brown University, physical therapy and nursing education with the University of Rhode Island, physician assistant education with Bryant University, and social work education with Rhode Island College.
    • Develops, maintains, and administers workforce policies, procedures, and handbooks that define organizational standards and expectations for RIFC’s workforce, and maintains RIFC as compliant with human resource standards, regulations, and best practices through appropriate record-keeping.
    • Develops and maintains systems and resources for the effective onboarding, orientation, professional development, and competency assessment of RIFC’s workforce. Tracks and reports on the adherence to established policies and the demonstration of competencies by the workforce.
    • Develops and maintains job descriptions, performance evaluation tools and timelines, and applies the consistent use of these resources across the organization. Establishes professional development, goal-setting, and performance evaluations as organizational priorities.

    Community Relations

    • Effectively communicates the mission, vision, and goals of the organization to the community-at-large and to targeted recruitment audiences.
    • Under the direction of the CEO, serves as a spokesperson for the Clinic and advocates for the healthcare needs of the underserved with local, state, and federal agencies and organizations. Represents the RIFC to community partners, organizations, chambers, government officials, and other prominent community leaders. Build and foster strong relationships with funders, academic partners, community members, and thought leaders to enhance the Free Clinic’s presence and sustainability in the community.
    • Creates opportunities to inform audiences of the need for the organization and the important role it plays in Rhode Island’s healthcare system.
    • Develops and maintains a strong network of relationships with appropriate local and state agencies and organizations to build collaborations that further the mission of the organization among a wide variety of constituencies.

    QUALIFICATIONS

    Required Skills and Key Competencies

    • Commitment to the mission of the RIFC, respect for the population served and applied understanding of health equity.
    • Demonstrated success managing teams, administering human resources policies and procedures, and establishing partnerships to advance the organizational mission.
    • Effective interpersonal, conversational and presentation skills, and possesses emotional intelligence, situational awareness, excellent writing abilities.
    • Advanced computer skills with Microsoft applications Word, Excel, PowerPoint, Teams, and Outlook, as well as human resource and volunteer management software such as Volgistics.
    • Strong analytical skills and facility with software to generate reports and presentations for internal management, organizational oversight and funding requests. Understanding of how workforce development combines with operations and finance to advance the mission of the organization.
    • Must be a self-starter able to manage an independent work schedule to achieve goals. Must be highly motivated, collaborative, and a team player with a high degree of professionalism, ethics, confidentiality, and responsible decision-making.

    Education & Experience

    • Bachelor’s degree in Human Resources Management, Health Care Administration, or related field. Master’s degree preferred. Additional certifications as a human resource professional preferred.
    • A record of progressively responsible experience with strategic workforce development and talent management.
    • Demonstrated experience in a nonprofit workforce development role – preferably in the healthcare industry - including evidence of solid experience and success with recruitment, training, recognition, and retention tactics, and experience with community/non-profit/educational partnerships.
