    As a Procurement Analyst, you will:

    • Monitor and evaluate the implementation and effectiveness of Departmental policy, regulations, directives, and procedures governing the award and administration of contracts, purchase orders and interagency agreements policies, regulations and sound business practices through the conduct of on-site reviews of contracting activities.
    • When designated as a HUD's representative, work with senior procurement professionals in the planning, development, and establishment of broad policy guidance necessary to achieve Federal procurement reform.
    • Assist in planning, designing and implementing an overall risk management process for the organization by developing operating models; in assessing as well as identifying, describing and estimating the quantitative and qualitative risks affecting the agency.
    • Assist in developing and delivering training and technical assistance for Departmental personnel involved in procurement and contract development, execution, and oversight/administration.

    Conditions of Employment

    The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

    Key Requirements:

    • Must be U.S. Citizen or U.S. National.
    • A one year probationary period may be required.

    • Public Trust - Background Investigation will be required.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
    - Interpreting and applying policies, procedures, and regulations governing contracts, simplified purchases or interagency agreements.

    Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Education

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

    Basic Requirements for GS-13 and Above

    A. At least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    AND

    B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
