McLean Hamlet Citizens, Inc. (MHCI) was established on June 8, 1967 with the adoption of the articles of incorporation, constitution and by-laws. The articles of incorporation were amended in 2002, and the constitution and by-laws were amended several times to reflect the evolving operational procedures and methods employed by the leadership of the association. MHCI's organizational structure is composed entirely of volunteers and consists of a president, vice president, secretary, treasurer, and six additional directors, for a total of 10, plus several committees that handle various aspects of the Hamlet's interests. The basic mission of MHCI is to function as a civic association to promote the collective interests of the residences and homeowners in the governance of McLean Hamlet and its environs. Paul Wieland has served as president since July 2005. He has been an MHCI volunteer since 1997 and had previously served terms as vice president and president. Scott Schlegel, the vice president since July 2005, has contributed to countless MHCI projects and committee efforts and has agreed to continue serving as a director. Cathy Hollan, who records and publishes the minutes of the monthly meetings of MHCI Board of Directors and committee chairs and members, will soon begin her third consecutive term as the MHCI secretary. The association's treasurer, Ben Leung, has also agreed to serve for his third consecutive term. Ben's financial expertise has been a key factor in expertly managing MHCI's finances. The Architectural Control Committee (ACC) chaired by Miguel Avila functions to preserve and enhance the value, desirability and attractiveness of the Hamlet neighborhood. Under the guidance and direction of the Board of Directors of MHCI, the ACC enforces, by friendly means and avoiding harassment, the restrictive covenants that govern the use and appearance of the residential properties; the ACC is also frequently involved with safety issues when tree foliage and plantings impede public sidewalks and streets. ...
