The Lower Loup Natural Resources District and the state's 22 other NRDs are celebrating 40 years of service to the residents of Nebraska. The Lower Loup NRD was one of 24 districts that began operation in July of 1972. Lower Loup NRD General Manager Leon "Butch" Koehlmoos said that when the Nebraska Legislature passed LB 1357, the bill that created NRDs, the districts provided the citizens of the state with a locally elected entity that could implement portions of the state water plan. Koehlmoos said the NRDs were set up to serve a river basin or a portion of a river basin, rather than on a county by county basis as in other states. The NRDs were formed by the merging special purpose districts across the state, including soil and water conservation, watershed conservancy, and drainage districts. Today, the Lower Loup Natural Resources District serves all or parts of 16 counties. NRD Board Chairman Gary Kruse of Columbus said the LLNRD works to meet the needs of a diverse cross section of residents, from the urban needs of Columbus to the needs of the many smaller communities that dot the district. Kruse said the diversity of agriculture across the NRD has meant streamlining NRD operations and programs to meet the needs of grain farmers as well as the livestock producers and ranching operations. Koehlmoos said that the state's NRDs are "proud to have served Nebraskans for 40 years, protecting lives, protecting property, and protecting the future. Kruse added that the Lower Loup looked forward to continuing that service to the state's residents for another 40 years and beyond.
