The Chief Human Resources Officer provides strategic inclusive leadership by articulating human resources direction, needs and plans to the senior executive leadership team, stakeholders and the VCUHS Board of Directors. In this aspect, the Chief Human Resources Officer works closely with senior leadership from all entities of the VCU Health System; staffs the Evaluation and Compensation Committee of the Board of Directors, and interfaces with VCU senior leadership to enable alignment, foster collaboration, and coordinate efforts when appropriate.
The Chief Human Resources Officer provides leadership to all the VCUHS human resources related specialty areas including but not limited to: human resources business partnerships; talent acquisition; leader and team member talent experience which includes talent management and organizational development and workforce wellness; human resources service delivery; HR innovation and optimization; total rewards; employee relations; performance management; employment regulatory compliance; employee health services; family care services; team member engagement and wellbeing; EEO/AA; succession planning and workforce planning.
Essential Job Statements
Orchestrate and lead VCUHS human resources and people-related strategies focusing on cultivating a positive work culture, fostering employee engagement, and aligning the company's workforce with it overall strategic goals.
Responsible for staffing the VCUHS Evaluation and Compensation Committee (component of the VCUHS Board of Directors) to provide updates, reports, and information relative to the overall business plan and strategic direction of the health system. Responsible for leading the implementation of all projects and initiatives related to the Evaluation and Compensation Committee.
Oversee the total reward strategy of the organization, including the design of compensation and benefits programs to attract retain, engage, and motivate employees while staying informed about industry trends and regulations.
Effectively manage the budget and other financial measures of the human resources groups assigned. Ensure human capital and other related resources are efficiently managed with the objective to maintain excellent customer service levels. Leverage technology whenever possible
Keep abreast of government regulations, public policies, and HR Law updates. Contribute to the enhancement and/or development of human resources policies and procedures of the organization designed to ensure compliance with federal, state, and local laws affecting all levels of the organization.
Evaluate and advise on the impact of long-range planning of new programs/strategies and regulatory action as those items impact the attraction, motivation, development, and retention of the people resources of VCUHS.
Lead the human capital strategy in shaping VCUHS culture to ensure the talent, programs, structures, and systems are in place to foster an environment of inclusive and equitable learning, innovation and agility.
Oversee planning and execution of talent acquisition strategies, creating talent pipelines for future hiring needs, including executive and leadership roles, and enhancing career development programs, and cultivating a strong employer brand.
Operate as an equitable and inclusive team player, building and leveraging relationships and business expertise within the VCUHS enterprise. Participate as key advisor and coach to the VCUHS senior leaders and members of the leadership team. Lead and encourage a just and respectful culture for all.
Participate in the development of plans and programs as a strategic partner with senior leaders, particularly from the perspective of the impact on people.
Contribute to the fair and equitable improvement of the programs, policies, practices, and processes associated with meeting the strategic people goals of the organization, as well as compliance with all related laws and regulations.
Partner with the Office of Diversity Equity and Inclusion (DEI), demonstrating visible commitment of DEI strategy, programs, and initiatives through collaboration and implementation of initiatives across the health system.
Lead and support continuous improvement activities to ensure core HR processes are effectively and equitably designed, documented, implemented, evaluated, and communicated to department and internal business partners.
Continuously support HR executive leaders to seek ways to streamline and improve HR performance, proactively identifying and initiating process improvement tasks, and appropriately using data to inform of progress.
Lead by example as a change agent and champion change management activities for business leaders with frequent inclusive communications. Collaborate with enterprise-wide cross-functional teams and other leaders to provide strategies, ideas and reasoning for behavior changes, readiness, and team member/patient experience.
Promote safe behavior use by all; take actions to ensure all team members apply the safe behaviors to their everyday work and adopt as their personal work habits. Establish an environment in which it is both encouraged and expected that team members speak up for safety, quality, service and equity; support team members in speaking up.
Lead all human resources enterprise-wide communications to ensure the message is aligned and reflects the values of VCUHS and, at the same time, the objective of the communication is effectively and inclusively achieved.
Keep abreast of trends, market issues and best practices for the healthcare market. Perform other duties as assigned and/or participate in special projects in order to support the mission of VCUHS and the Department.

Employment Qualifications
Required Education:
Bachelor's Degree in Human Resources, Management, Business, Health Sciences, Healthcare Administration or a related field.
Preferred Education:
Graduate Degree in Human Resources, Management, Business, Healthcare Administration, or related field.
Licensure/Certification Required:

Licensure/Certification Preferred:
Certification in Human Resources: SPHR, PHR, SHRM-SCP, SHRM-CP, or equivalent in HR field preferred.

Minimum Qualifications

Twelve-Fifteen (12-15) years of progressively more responsible human resources leadership experience.

Effective business skills, including executive presentation skills and business financial acumen.
Proven knowledge of all human resources functions as well as all Federal and State laws pertaining to the human resources field.
Prior experience leading diverse teams to improve processes around human resources functions to include hiring, training and development, employee relations, compensation, benefits, compliance, etc.
Familiarity with performance improvement processes and change management concepts.
Experience in Board relations and staffing applicable committee(s).
Excellent communication skills with the ability to interface inclusively with all levels and departments effectively on a formal, informal, written and verbal basis.
Effective emotional intelligence and interpersonal skills necessary to represent VCUHS in public forums and to interact and work with a diverse community, regulatory agencies, government and legislative officials as applicable.
