This recruitment will be utilized to fill two Fiscal Analyst 5 - Supervisor positions, with one assigned to the Accounts Payable Unit and the other to the Accounts Receivable Unit. Both positions report to the Accounting Manager and are responsible for implementing procedures and internal controls, overseeing accounting tasks and supervising assigned unit staff.
As a Fiscal Analyst 5, you will act as a primary financial analyst for the accounting team and provide direct supervision to a team of Fiscal Analysts. You will be relied upon to perform independent analysis of financial data and act as a resource to Accounting staff who process accounts payable and accounts receivable. Some of what you will be doing:
- Supervise and coordinate the work performed by professional accounting staff involved in agency purchasing activities, capital asset management, inventory accounting, accounts payable, accounts receivable and federal grant accounting.
- Ensure accounting standards are followed and are consistent with Generally Accepted Accounting Principles (GAAP), State Administrative & Accounting Manual (SAAM), policies/procedures, and federal regulations and state law. Performs complex, senior-level accounting tasks and provides senior level review of accounts payable/receivable analysis, tasks, and general oversight of work performed.
- Determine work procedures, manage work schedules to ensure the business needs are being met, determine methods for expediting workflow. Assign, review, and approve work of direct reports. Ensure invoices, contracts, and other payables are paid promptly and accurately.
- Advise, consult and mentor staff on work assignments to ensure timely and accurate processing of transactions in the Agency Financial Reporting System (AFRS).
- Approve and release batches daily for payment while ensuring transactions comply with state and federal requirements.
- Research and resolve receivables and payables that are contested or complicated.
- Coordinate with designated staff on accounting policy development and implementation of required policy changes and procedures.
- Manage the completion of assigned fiscal year activities within the designated timeframes set by the Office of Financial Management (OFM).
- Manage interagency billings and invoices stemming from an interagency agreement or service level agreement.
- Represents the accounts payable or receivable team for services provided to partners in and out of the Washington Military Department.
- Provide federal grant accounting guidance and ensure grant records and federal financial report are timely and accurate.
REQUIRED
One year of experience as a Fiscal Analyst 4;
OR
Five years of professional level accounting, budgeting, and/or auditing experience.
AND (In addition to either of the qualifications listed above):
At least one year of lead and/or supervisory experience. This experience may be gained concurrently with the experience listed above.
College level education in accounting or related field will substitute for the experience requirement on a one year of experience is equivalent to two years of education.
DESIRED
Education:
- Bachelor's degree in accounting or related field.
- State Accounting Systems: Working with the State of Washington accounting/budgeting systems (AFRS, Enterprise Reports, etc.), or any other accounting system/application.
- Prepare financial statements, fiscal year closings, financial and statistical reports.
- Prepare, reconcile, and analyze worksheets, reports and data using Access databases and Web-I.
- Reconcile and research general ledger accounts and subsidizing ledgers to general ledgers.
- Analyze financial records, review grant budgets and balances, create financial reports, documents and/or spreadsheets to track, log, and file fiscal activity.
- Interpret and apply complex state and federal rules and regulations as they related to grant management.
- Understand, interpret, communicate and/or apply complex financial/accounting practices, requirements, and regulations; to include Generally Accepted Accounting Principles (GAAP), and government auditing standards.
- Utilize Microsoft Office Suite (Word, Excel, Outlook, Access, or similar software) to develop complex documents in support of program requirements.
Compensation: Wage/salary depends on qualifications or rules of promotion.
Temporary Reduction in Hours: Due to the State of Emergency declaration issued on February 29, 2020, by Governor Jay Inslee, the ongoing fight to reduce the impacts of the novel coronavirus disease 2019 (COVID-19), and the budget impacts of the pandemic, the work hours will be temporarily reduced in accordance with the temporary layoff rules.
CONDITIONS OF EMPLOYMENT
Background Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Driver's License:
- Valid to drive in the State of Washington.
- Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Work Hours: A choice between a Tuesday through Friday (4/10 schedule), Monday - Thursday (4/10 schedule), or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.
Telework: This position is eligible for part-time telework for suitable candidates.
Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel: Occasional travel within the state may be required for training and operational purposes.
