After Brightline Florida completed the first passenger rail system connecting Miami and Orlando, Brightline West was formed to connect Las Vegas and Southern California through the nation’s first true high-speed, electric passenger rail system. Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.

SUMMARY
We are looking for an experienced Contract Procurement Manager to join our Brightline West team. This individual will strategically lead procurement strategies and solutions for our high-speed rail infrastructure to ensure alignment with project objectives, in compliance with industry standards and federal regulations.
PRIMARY RESPONSIBILITIES
- Lead sourcing and contracting activities, including supplier business award planning, local supply base development, and ensuring project delivery within budget, schedule, and quality parameters.
- Implement and manage procedures to ensure compliance with federal procurement regulations, specifically 2 CFR 200.318-327.
- Manage capacity constraints, procurement challenges, and supplier development while collaborating with cross-functional teams to establish and maintain supplier relationships, striving for supply chain excellence.
- Execute and oversee purchases, ensuring optimal total cost of ownership for all goods, services, and equipment, encompassing both direct and indirect supplies.
- Assist in developing standardized procurement documents and contracts for competitively procured contracts.
- Contribute procurement strategies and technical solutions to project and sales discussions, aligning with project conditions, priorities, and schedules.
- Evaluate requirements and integrate them throughout the bidding and project execution phases.
- Monitor supplier contracts from bid through project execution, proactively managing supply chain risks and opportunities, assessing supplier financial health, capacity, and strategic fit.
- Provide comprehensive updates on procurement progress, business award decisions, and strategies to uphold delivery and quality standards.
- Aims to clarify and streamline the primary responsibilities while maintaining the original intent and scope of the role.
REQUIRED AND PREFERRED EXPERIENCE
- 8 years of experience as a procurement professional in large-scale infrastructure projects and contracts, preferably in the rail or heavy civil infrastructure sectors.
- Bachelor’s degree in civil engineering, Business, Procurement, Supply Chain Management, or a related field.
- Strong capability in developing innovative procurement strategies, particularly related to Buy America regulations.
- Experience with federal procurement requirements, specifically 2 CFR Part 200.
- Excellent communication and collaboration skills, with a proven ability to lead negotiations diplomatically and tactfully.

- Draft RFI Specifications: Develop and draft comprehensive RFI specifications to meet stakeholder requirements
- Analyze RFx Responses: Evaluate RFx bid responses, compare bids, develop award scenarios, and present recommendations to optimize the total cost of ownership for the company.
- Negotiate Commercial Terms: Use RFx responses, scorecards, and market intelligence to negotiate optimal commercial terms and conditions, ensuring compliance with corporate policies and procedures.
- Document Justifications: Provide detailed documentation and justification for bid awards or RFP decisions as part of each sourcing initiative.
- Manage Sourcing Projects: Handle multiple moderate to high complexity sourcing projects, demonstrating the ability to multi-task and adjust priorities as needed.
- Maintain Records: Keep accurate and complete records of all active and complete sourcing projects.
