Job Description
Basic Purpose
Positions in this job family are responsible for performing various levels of transportation management duties. This may include supervision of a staff of professional, technical and support personnel involved in planning, construction, design, right-of-way or aerial survey activities, or maintenance of various types of transportation systems.
Typical Functions
This position will be assigned to Right-of-Way & Utilities Division and will office in each Field District.
- This position will work closely with Field personnel with questions about Right-of-Way functions and will be knowledgeable of the Right-of-Way Uniform Act.
- Assists in contacting property owners for securing Right-of-Way (R/W), and coordinates closing transactions. Negotiates property purchases with owners and helps obtain proper execution of conveyance documents as needed.
- Prepares cost estimates for R/W acquisition for 8-year work plan projects.
- This position will be responsible for coordinating and acquiring easements from all State or Federal Agencies, such as, BIA, Corp or Engineers, USGA, etc.
- Track Legal Entry on parcels secured and work with Utility Managers to ensure timely utility relocations.
- Prepares special progress reports on acquiring R/W and other real property.
- Conducts R/W Clearance Inspections to ensure encroachments are clear.
- Maintains various files and records. Records and indexes R/W documents.
- Prior to condemnation submittal, we will make a final attempt to secure the parcel to avoid litigation or condemnation. If necessary, will prepare necessary information for condemnation suits to be filed by the General Counsel’s office.
Level Descriptor
At this level incumbents are responsible for performing supervisory or advanced transportation management work. Incumbents may serve as an assistant to the construction resident engineering manager or transportation manager. Within the Department of Transportation or Oklahoma Transportation Authority incumbents may direct or administer a highly technical transportation related program or project establishing policies and/or guidelines
Education and Experience
Education and Experience requirements at this level consist of a bachelor’s degree and three years of experience in transportation related work; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the required education.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills, and Abilities required at this level include knowledge of technical engineering practices and principles; of management principles; of engineering plans and specifications; of right-of- way activities and Right-of-Way Uniform Act; of all aspects of field roadway construction; of highway contracts administration; of supervisory principles and practices; and of transportation systems and planning principles. Ability is required to design and implement construction plans; to organize projects; to establish and maintain effective working relationships with others; to collect and organize data; and to conduct inspections.
