Minnesota Training Partnership (MTP) is seeking a full-time Program Manager for career training programs and State Dislocated Worker services. This position is partially remote, and partially in-office in Saint Paul and other community-based program locations.
Background:
MTP is an experienced and successful provider of workforce development services, particularly those that connect people to — or help them advance in — union jobs.
The leadership of the Minnesota AFL-CIO established MTP in November 2017, and the organization was awarded 501(c)(3) tax-exempt status in September 2019. MTP’s affiliation with Minnesota AFL-CIO assists us to leverage strong connections to unions and employers to benefit program participants. The mission of MTP is to advance equity by strengthening the pipeline of underserved populations into stable job opportunities and upgrading incumbent worker skills.
MTP’s employment and training programs are funded by grants from the Minnesota Department of Employment and Economic Development, Minnesota Department of Labor and Industry, Minnesota Department of Human Services, Ramsey County, Hennepin County, union partners, and subcontracts with organizations funded by the U.S. Department of Labor.
Position Overview:
As a Program Manager for our career training and State Dislocated Worker services, you will be at the forefront of empowering unemployed and underemployed jobseekers to achieve sustainable employment and career advancement. This leadership role requires a strategic, innovative, and compassionate professional who can drive program excellence, foster partnerships, and make a positive impact on the lives of individuals seeking to overcome employment barriers.
KEY RESPONSIBILITIES
Program Leadership:
· Work with other employees to develop and implement strategic plans to achieve program goals and objectives in alignment with Federal, State, and County/Local policy and regulations.
· Provide visionary leadership to a dedicated team, fostering a collaborative and participant-centered approach to service delivery.
Stakeholder Engagement:
· Build and maintain strong relationships with key stakeholders, including unions, State and County staff, CareerForce staff, employers, community-based organizations, and educational institutions.
· Collaborate with partners to enhance program effectiveness and expand resources for program participants.
Quality Service Delivery:
· Participate in and lead other Bargaining Unit personnel in the design and implementation of employment and training services that meet the unique needs of unemployed and underemployed jobseekers in the context of current and projected workforce demand.
· Ensure program services are client-focused, culturally competent, and aligned with best practices.
Team Leadership:
· Help recruit, train, and lead a high-performing group of counselors, program navigators, and support staff.
· Foster a positive and inclusive work environment, promoting professional development and growth.
Financial Management:
· Develop and manage program budgets, ensuring fiscal responsibility and accountability.
· Assist to identify and help to pursue funding opportunities to expand program services and meet the evolving needs of unemployed and underemployed individuals.
Data-Driven Decision-Making:
· Work closely with the Data Specialist to leverage data for informed decision-making and continuous program improvement, particularly in Workforce One but also in systems such as MAXIS.
· Utilize performance metrics to assess program effectiveness and make strategic adjustments as needed.
Compliance and Reporting:
· Ensure adherence to Federal, State, and County/Local regulations and reporting requirements.
· Oversee the timely and accurate submission of program reports, financial invoicing, and documentation.
Qualifications:
· Master's or Bachelor's degree in public administration, social work, business administration, or a related field is preferred but can be substituted with relevant experience.
· Extensive experience in workforce development, social services program management, or a related field.
· Knowledge of regulations related to State Dislocated Worker services and other publicly funded employment and training programs.
· Experience with or knowledge of labor unions and the labor movement is preferred.
· Demonstrated competency in designing and providing culturally affirming and individualized workforce development services.
· Proven leadership, program management, and partnership development skills.
· Proficiency in efficient use of Workforce One and Microsoft Office applications, including Excel, Word, and Outlook.
· Demonstrated commitment to the mission of Minnesota Training Partnership: to advance equity by strengthening the pipeline of underserved populations into stable job opportunities and upgrading incumbent worker skills.
· Valid driver’s license required.
