Strategic Planning Manager manages the analytical and research activities supporting an organization's strategic, short-term, and long-range goal planning function. Oversees data collection and conducts organizational reviews to identify the business's strengths and weaknesses and evaluate operational effectiveness. Being a Strategic Planning Manager leads the research of emerging trends, expansion opportunities, competitive threats, and the viability of outside business partners. Develops recommendations for internal business process improvement. Additionally, Strategic Planning Manager designs and executes methods to track and measure organizational performance data to use for planning. Requires a bachelor's degree. Typically reports to a director. The Strategic Planning Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Strategic Planning Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Strategic Data Systems is looking for a Program Manager with DoD or Navy experience to support NUWCDIVNPT (Naval Undersea Warfare Center) Newport, for an upcoming contract award. This position includes supporting the Navy in IT management, financial management, enterprise resource planning, and project oversight and planning

    Position Responsibilities
    • Provide financial, technical, and program management support services to NUWCDIVNPT.
    • Track cumulative monthly/yearly expenditures charged to various NUWCDIVNPT projects.
    • Draft project management plans, frameworks, and tasking documentation.
    • Maintain quality assurance; ensure that appropriate financial entries have been made for Government/contractor costs.
    • Utilize the Navy – Enterprise Resource Planning (N–ERP) system to monitor project finances; research and assign N–ERP Network Activity (NWA) numbers, as required.
    • Prepare various financial reports and funding projections, upon request.
    • Perform meeting management support, scheduling, action item tracking, and minutes.
    • Weekly highlight coordination for a NUWCDIVNPT program.
    • Maintenance of weekly and monthly hardware delivery trackers as necessary for NUWCDIVNPT programs.
    • Provide guidance and oversight of IT projects and program, providing guidance and recommendations on improvements


    Required Skills and Qualifications
    • Bachelor's Degree or Advanced Degree in a business, managerial, or technical field required.
    • Ability to obtain and maintain a Department of Defense (DoD) secret security clearance
    • 10 years of relevant work experience required; experience with program / project management,  budgeting, accounting applications and cost analysis in a Government environment preferred.
    • High level of proficiency in MS Office (Excel, Word, Outlook).
    • Demonstrated experience in project management for engineering and technical programs
    • Demonstrated proficiency with Navy Enterprise Resource Planning  (ERP), Tableau, Microsoft Access, Microsoft Excel, PowerPoint, and Microsoft Visio
    • Accuracy and strong attention to detail; effective at organizing, prioritizing and multi-tasking.
    • Excellent oral and written communication skills


    Desired Certifications and Education
    • Project Management Institute, Masters in Business and Administration (PMI-MBA) certification
    • Project Management Institute Scheduling Professional (PMI-SP) or equivalent certification
    • Certified Defense Financial Manager (CDFM)
