    Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Ocean Technology Group (OTG), located at the University of Hawai‘i (UH) Marine Center in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

    MONTHLY SALARY RANGE: $10,000 - $15,000/Mon.

    DUTIES: Manages and directs shipboard technical operations for OTG and coordinates shipboard technical support among SOEST research support units. Directs the activities of marine technicians in support of University of Hawai‘i ocean research and research vessels. Responsible for annual budgets and acts as co-Principal Investigator (PI) with Director of Research Vessel Operations on proposals for technician support and acquisition of shared-use scientific instrumentation. Inputs, reviews, and approves HR Portal transactions, including eTimesheets on behalf of or in the absence of the PI with the PI’s concurrence. Responsible for managing annual OTG budgets to cost, schedule, and scope. In coordination with OTG PI and SOEST faculty members, responsible for shipboard support and shore-based maintenance of all SOEST-managed shared-use shipboard scientific instrumentation, including ocean ‘gliders’, towed sonar mapping and imaging systems, and anticipated future acquisitions of remotely-operated vehicles (ROVs) and autonomous undersea vehicles (AUVs). Responsible for hiring, training and supervising OTG marine technicians and ancillary support personnel. Capable of serving as lead technician on any cruise requiring OTG-provided instrumentation. Identifies, initiates, performs, or assigns special projects aboard ship, at shore facilities, and during maintenance periods. Produces annual technician cruise schedule based upon skill level, system mastery, and program requirements. Responsible for the procurement and maintenance of equipment needed to support science objectives. Ensures that shared-use instrumentation is maintained in excellent condition, is properly calibrated, and that operators are properly trained and supervised to use such tools in support of cutting-edge research. Must read, sign, and adhere to the University of Hawai‘i Marine Center Code of Conduct for employees.

    PRIMARY QUALIFICATIONS:

    EDUCATION

    Bachelor’s Degree from an accredited four (4) year college or university in Engineering or related field (such as Marine Science with technical/engineering work experience applicable to job requirements).

    EXPERIENCE

    Eight to ten (8-10) years of experience managing, supervising installation, maintenance, and operation of shipboard equipment, research instruments, vessel and subsurface navigation systems, computer networks or support systems. At least three (3) years of experience supervising, training, and directing day-to-day operations of marine technicians. Strong background in scheduling, personnel management and budget development. Extensive experience with operation, maintenance and repair of commonly used oceanographic research instrumentation and shipboard equipment. Experience in scientific and troubleshooting operations at sea. Experience in shipboard over-the-side operations and recovery of equipment or instrumentation. Experience with troubleshooting computer systems (program and system level) and hardware (PC/Windows, UNIX/Linux).

    KNOWLEDGE

    Demonstrated knowledge of applicable management principles, scheduling and budgeting procedures to provide qualified personnel and systems to support shipboard research. Comprehensive knowledge of electronics, electronic systems, computer systems and networks, communications systems, mechanical systems and hydraulic systems. Working knowledge of testing protocols and approaches. Familiarity with regulatory requirements and protocols of ABS, USCG and UNOLS related to operation and maintenance of shipboard over-side handling equipment. Demonstrated knowledge of fiscal/administrative procedures, budgets and budget planning. Understanding of budgets and budget planning. Awareness of ISO/OSHA rules governing weight-handling equipment, and of regulations regarding the handling and disposal of hazardous and radioactive materials. Familiarity with federal export control laws and regulations.

    ABILITIES & SKILLS

    Demonstrated leadership and skill in training junior personnel. Good verbal and written communications skills. Able to obtain a valid passport and international travel visas. Ability to direct shipboard operations involving synthetic lines, wire rope, cranes, winches, blocks, and capstans. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i's No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

    PHYSICAL/MEDICAL DEMANDS

    Must be able to travel via commercial aircraft.

    POLICY/REGULATORY REQUIREMENT

    SECONDARY QUALIFICATIONS:

    Master’s Degree from an accredited college or university in Business Administration, Engineering or a Marine Research field. Ten to twenty (10-20) years of experience in oceanographic research or related technical support field. Knowledge of organization and operations of SOEST technical support and engineering groups. Knowledge of SOEST research unit structure and operations. Background in operation and maintenance of sonar systems, multibeam, and sound sources. Background in operation and maintenance of towed vehicles, remotely operated vehicles and/or autonomous undersea vehicles from research vessels.
