225-379-1741 MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering and one of the following:
1. Two years of licensed engineering experience.
2. Six years of professional engineering experience.
SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of the required experience.
A Ph.D. in engineering will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of required experience.
NOTE:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
NOTE:
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

FUNCTION OF WORK:
Serves as an advanced staff specialist by providing guidance to lower-level engineers and/or by working independently in a highly technical area of engineering.
LEVEL OF WORK:
Advanced.
SUPERVISION RECEIVED:
Broad direction from an Engineer 6 or higher.
SUPERVISION EXERCISED:
Typically exercises functional/project supervision over lower-level engineers, other professionals and/or engineering technicians. However, some direct reporting relationships may be approved by SCS.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 4 by the presence of responsibility for serving as an advanced staff specialist.

As an individual researcher or worker, carries out complex or novel assignments requiring the development of new or improved techniques, procedures, materials, testing techniques, technology, or processes.
Develops and evaluates plans and criteria for a variety of projects and activities to be carried out by others.
Serves as an advisor or consultant to other engineering professionals and agency staff in a highly technical engineering specialty or program function.
Serves as a project manager by overseeing engineering activities for complex projects.
Represents the agency at meetings; provides technical testimony and serves as an expert witness at hearings.
Provides expert advice and information to state, federal and local government officials, as well as to other managers, administrators, planning organizations, news media, business and civic groups, and the public.
Conducts research, in-depth analyses, and prepares detailed reports on current and future projects; manages contractual agreements with consultants performing similar tasks.
Serves on teams responsible for identifying, prioritizing, and selecting projects.
Provides technical engineering assistance to engineering personnel in solving difficult and unusual problems by using state-of-the-art technology.
Participates in coordinated research studies and activities at the national level.
Identifies problems, develops research program, writes proposals, conducts research and disseminates research findings through publications, technical summaries and the presentation of research papers.
Develops and conducts department-wide implementation programs based on research findings.
Makes technical decisions related to program area; formulates and establishes technical standards.
Develops and directs the implementation of quality control and quality assurance procedures.
Keeps abreast of new engineering methods and developments affecting the organization for the purpose of recommending changes in emphases of programs or developing new programs warranted by such developments.
