Quality Improvement Director - Healthcare leads and directs process and overall quality improvement activities that produce better patient care and more efficient operations. Develops programs to review and evaluate patient care and outcomes. Being a Quality Improvement Director - Healthcare implements a strategy and plans for a quality improvement function within the facility in collaboration with the administrative and clinical leaders of the hospital. Tracks and presents results of improvement efforts and ongoing measures of clinical processes to management. Additionally, Quality Improvement Director - Healthcare requires a bachelor's degree. Typically reports to top management. The Quality Improvement Director - Healthcare typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     The Utah Department of Health and Human Services (DHHS) is looking for a Division Director for the Division of Continuous Quality and Improvement (CQI). The CQI Director is a member of the DHHS executive leadership team and works to further the DHHS vision that all Utahn’s should have fair and equitable opportunities to be healthy and safe. Division directors exercise considerable judgment, discretion, and responsibility in directing the goals and mission of the Utah Department of Health and Human Services.

    Additionally, division directors exert a direct and substantial effect on the public relations of state administration including public advocacy and defense of administrative policy, represent the State of Utah and the Utah Department of Health and Human Services, in all matters related to the division, direct and coordinate programs and services within the division, determine needs, objectives, goals, and priorities of the division and analyze operational procedures for effectiveness, establish and implement policy and procedure, and make budget recommendations to the Executive Director and assure that Division expenditures remain within the established budget.

    Example of Duties

    The Division Director in this position will be responsible for:
    • Guiding the division as it works toward its stated result of ensuring DHHS operational units and their contracted providers have evidence-based tools, recommendations, and information to promote iterative, high-quality practices and to improve outcomes for Utahns.
    • Making management decisions.
    • Reviewing legislation to determine impact on the operation of an agency or the state; Giving recommendations regarding implementation of passed legislation.
    • Ensuring compliance with appropriate laws, regulations, agency rules, etc.
    • Developing and coordinating plans and policies, resources, and mission, as well as goals, vision, and expectations of agency or program; preparing and updating plans and priorities.
    • Developing, directing, and/or evaluating programs.
    • Supervising subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
    • Monitoring agency or program budget including revenues, expenditures, and budget projection, etc.
    • Monitoring agency contract services.
    • implementing controls and standards to monitor the processing and review of contracts.
    • Reviewing, investigating, documenting, and processing grievances, complaints, and/or implementing disciplinary action.

    Typical Qualifications



    • Has familiarity with continuous quality improvement frameworks and strategic planning.
    • Is Results Based Accountability (RBA) certified or has experience working in the RBA framework.
    • Is a current employee of the Utah Department of Health and Human Services.
    • Has a bachelor's degree or higher in administration, human services, health services, or related field, and/or the equivalent work experience.
    • Loves challenges.
    • Is able to shift back and forth between several activities quickly.
    • Understands and is able to solve complex problems.
    • Has a foundational knowledge of Department of Health and Human Services.
    • Is able to work with people in a manner which shows sensitivity, tact, and professionalism.

    • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
    • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
    • This position is currently a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
