    The STARBASE is a Department of Defense (DoD) program that focuses on elementary students, primarily fifth graders. The goal is to motivate them to explore Science, Technology, Engineering and Mathematics (STEM). Students who live in inner cities or rural locations, those who may be socio-economically disadvantaged, low in academic performance or have a disability are in the target group. The program encourages students to set goals and achieve them. STARBASE is a program to improve math and science skills for students who are historically underrepresented in science, technology, engineering and math (STEM). The primary purpose of this position is to manage, supervise, coordinate, and implement the STARBASE program, performing in a manner that fully supports, directly or indirectly, the inspiration of students and creates memorable, positive learning experiences. Oversee day-to-day operations of the STARBASE program.

    • Ensure delivery of the approved STARBASE curriculum to the students.
    • Research and implement curriculum modifications as approved by DoD STARBASE.
    • Schedule classes including students, teachers and other activities as appropriate.
    • Ensure delivery methods are consistent with program intent.
    • Complete annual plans, including budget projections, for all STARBASE operations.
    • Develop and implement policies and procedures involved in program administration.
    • Assess program success/student performance based on feedback from teachers and students, and test scoring results.
    • Complete all reports and requests for information as required/requested by DoD, NGB, or the Federal Program Manager.
    • Adheres to all state and federal guidelines, to include directives set forth in DoDI 1025.07.
    • Submits Director’s Questionnaire annually to The Spectrum Group for review of compliance with the STARBASE Program.
    • Oversee/develop budget preparation, execution and administration. Prepares quarterly reports for submission.
    • Authorize purchase of supplies, equipment, services and contracts.
    • Hires, supervises, and oversees training of staff. Observes and evaluates all STARBASE personnel.
    • Support and maintain partnerships with outside entities including federal, state and local government agencies.

If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.     To qualify for this position, applicants must document on the application that they possess ALL of the following:

    • Experience supporting at least two of the following (Curriculum Development, Project Management, Budget Development/Management)
    • Supervisory experience.
    • Experience developing and implementing policies and procedures involved in a program administration.
    • Excellent oral and written communication skills including ability to make executive level presentations.

    Other necessary Requirements:

    Per 5 CFR 731, upon appointment, applicant must be able to obtain a favorable suitability and fitness determination from a Tier 1 background investigation conducted by the Office of Personnel Management. Failure to obtain a favorable determination may result in termination of employment.

    Bachelor’s degree from an appropriately accredited institution and three (3) years of experience related to the area of assignment.
