POSITION TITLE: Service Line Manager – Reproductive Health
FLSA STATUS: Exempt
MISSION: Healthfirst Network, Inc. is dedicated to providing quality, confidential reproductive health care, education and nutrition counseling that is affordable and accessible through direct care and strategic partnerships.
POSITION SUMMARY: The Service Line Manager – Reproductive Health is responsible for the management of overall Reproductive Health operations including planning, implementing, and evaluating Reproductive Health services in accordance with state policies and federal regulations. The Service Line Manager – Reproductive Health ensures that Reproductive Health clinics provide an appropriate family-friendly environment which encompasses Person Centered principles. The Service Line Manager – Reproductive Health will serve on the Leadership Team and be actively involved in strategic planning and organizational development in a customer service driven environment.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Overall Program Management
- o Assures the timely and accurate implementation of all policies and procedures in the Wisconsin Division of Public Health Family Planning Guidelines in coordination with medical director and nurse practitioner staff o Develops, reviews, and maintains the local policy and procedure manual to assure compliance with the state Reproductive Health Program in coordination with medical director and nurse practitioner staff o Assures all Reproductive Health staff receives annual competency training o Responsible for client numbers, clinic flow, clinic schedules to serve client needs and services o Communicates with agency management regarding Reproductive Health services and needs o Institutes quality assurance measures within the project to assure quality and consistency of services in coordination with nurse practitioner staff o Represents Reproductive Health at meetings, advisory boards, and committees o Attends required Reproductive Health sponsored state and regional meetings, and assures that appropriate staff attend meetings and trainings as required
- Financial Management and Planning
- o Tracks monthly fiscal expenditures and submit reports in a timely manner_ o Reviews that funds are allocated properly and claimed according to ReproductiveHealth policy
- Program Planning and Evaluation o Conducts an assessment of the local project needs; routinely reviews and updates to reflect current data, information and trends o Evaluates Reproductive Health data for program evaluation, quality assurance, needs assessment, coordination/integration and other management purposes in coordination with agency management o Ensures project-developed and any directed project work plans are implemented, monitored, evaluated, and submitted as directed
- Confidentiality and Security
- o Preserves program integrity and prevents program abuse and fraud per agency policy for prevention of Employee Fraud and Abuse o Ensures all staff are adequately trained and annually monitored for compliance with agency policies regarding confidentiality
- Clinic Services
- o Ensures Reproductive Health staff correctly issue reproduction health services and document issuance data/information into the electronic health records o Ensures that client counts are accurate and that discrepancies are reported to the State Reproductive Health Office o Assures all clinical staff are adequately trained on customer service, referrals, and documentation and annually monitored for clinical competencies o Ensures that all program staff and the clinic environment are supportive of healthy living as a primary focus of Reproductive Health o Assures accurate scheduling and documentation procedures for all client contacts per agency policy o Provides direct clinical services when necessary to meet client need
- Integration and Coordination with Other Local Providers
o Participates in community coalitions, task forces, advisory committees that affect services to Reproductive Health eligible clients o Participates in community needs assessments; share demographic and public health data as needed
- Human Resource Management
- o Ensures that staff performs according to their assigned roles and responsibilities and that they operate within their respective scope of practiceo Incorporates person-centered principles in the Reproductive Health Program recruitment and selection processes. Recruit, hire and train Reproductive Health staff in coordination with agency management o Models Person Centered skills across all aspects of Reproductive Health service delivery. o Coordinates regular meetings and required annual trainings with Reproductive Health and agency staff to review policies and procedures, and share other program informationo Ensures all Reproductive Health staff has opportunities to participate in meaningful continuing education activities and that all staff meet their professional requirements for continuing education

o Assists with other responsibilities as assigned
QUALIFICATION REQUIREMENTS:
- Must be committed to quality healthcare, excellent customer service and the mission of Healthfirst Network, Inc.
- Ability to relate to diverse communities and be sensitive to cultural and ethnic differences among staff and clients
- Must be articulate-good verbal and written communication skills
- Ability to work collaboratively and independently
- Must exhibit good organizational skills
- Knowledge of computer and electronic medical records
EDUCATION and/or EXPERIENCE:
- Bachelor’s degree in Nursing, Healthcare Management or related field
- 3-5 years of leadership experience desired
- 3-5 years of training and experience in public health required
- 3-5 years of training and experience in family planning required
WORKING CONDITIONS:
- General office conditions consistent with working in a health care environment
- High degree of accountability for agency services and for well-being of clients
- Possible exposure to communicable diseases and toxic substances in the clinic sites
- Will work with blood or blood-borne pathogens and will require OSHA training which will include safety precautions and the use of personal protection equipment
- Must have own reliable transportation. This position requires travel, therefore a valid driver’s license and auto insurance in accordance with agency liability standards is required
PHYSICAL DEMANDS:
- Work requires accuracy and moderate speed
- Sitting for long periods of time, occasional lifting, carrying, moving, and transporting items to other sites or within sites. Driving or riding in vehicle for up to two hours or more. Variety of physical exertion with some and /or continuous standing or walking
- Manual dexterity needed for clinical procedures, computer use, etc.
- Ability to comprehend data collection, digital communications and paper documents
SUPERVISION RECEIVED:
- The Service Line Manager – Reproductive Health reports to the Chief Executive Officer
SUPERVISION EXERCISED:
▪ The Service Line Manager – Reproductive Health has direct supervision of the
Reproductive Health Clinic staff, including the Nurse Practitioners, Licensed Practical
Nurses, and Clinic Assistants
Job Type: Full-time
Pay: $64,000.00 - $96,000.00 per year
