  • Position Description

    The Exercise Planner provides technical support to the Marine Corps Forces Pacific (MARFORPAC) G-3 with the design, planning, preparations, coordination, synchronization, administrative actions, execution, analyses, and evaluation of joint, combined, and Service level exercises with the purpose to rehearse plan-based tasks and train operational commanders and staffs.

     

    This position is contingent upon your ability to maintain your Top Secret/ SCI level clearance.

     

    Overall objective of this support is to enable MARFORPAC and its subordinate commands to plan and conduct effective joint, combined, and Service level exercise in support of INDOPACOM, the Theater Joint Maritime Component Commander, and MARFORPAC objectives that contribute to increased operational readiness and the ability of assigned forces to conduct Theater, Naval, and Service campaigns.

     

    Serco supports the Marine Corps as a prime for the MARFORPAC contract which supports Commander, Marine Corps Forces, Pacific to optimize facilitation of the G3 division in support of operations and exercise planning. This includes providing technical, analytical, and administrative support to accomplish this mission. The current Serco team, on two task orders, is 18 personnel assisting the MARFORPAC operations staff with its cross-functional staff efforts to include training and exercises across the INDOPACOM region with allies and partner nations.

     

    In this role you will:

    • Develop exercise plans within established Joint Exercise Life Cycle (JELC) guidance.
    • Develop recommendations regarding the design of Joint and Service exercises in order to maximize the impact of the event in the training continuum of MARFORPAC and its subordinate commands in support of OPLAN based critical tasks.
    • Provide recommendations in the development of exercise scenarios that enable the terminal training objectives to be achieved in the most unencumbered format to maximize the training value of the event.
    • Deploy and conduct coordination with and incorporate MEF priorities, Host and Participating Nations, and U.S. Forces’ training objectives and requirements.
    • May serve in duties within exercise execution to include Senior Marine Controller, Request for Information (RFI) Manager, and Assistant Master Scenario Events List (MSEL) Manager.
    • Support the development of the MSEL for exercises that required it in order to meet training objectives, and assist with the integration of the MSELs into the MSEL synchronization tool for the event.
    • Assist in the development of the announcements and tasking documents organizing the team in support of the framing of the exercise.
    • Provide expertise in development of written documents as well as briefing presentations to command leadership to capture the desire end state and path to achieve it though the plan of action and milestones (POAM) developed for each exercise.
    • Support the multiple operational planning teams (OPT) and integrated planning teams (IPT) required to work through the myriad of issues in managing each exercise life cycle.
    • Support development of and review Joint Training Information Management System (JTIMS) inputs for sourcing of force packages supporting exercises.
    • Support development and maintenance of the Exercise Common Operating Tool, currently being the Command-and-Control Information Environment (C2IE) tool.
    • Review the C2IE tool to ensure the assigned exercise information remains updated and reflects current state of planning.
    • Provide support with the development of the requirement and load into SOCIUM for activity tracking of Security cooperation with partner nations as part of the exercise.
    • Update the required information related to the All-Domain Information Planning Team (ADIPT) related to assigned exercise.
    • Develop recommendations to leverage existing resources to gain efficiency and effectiveness in execution.
    • Develop, update, and brief the assigned exercise Annex M.
    • Develop training materials (i.e., online, classroom, blended, etc. based on applicability) and provide recommendations for learning delivery options (e.g., academics, training events, etc.).
    • Develop and maintain a framework model to enable adaptation for unscheduled emerging mission requirements.
    • Assess exercise events through observation and develop recommendations for sustained future operations. Conduct evaluation of designated activities during joint and combined training and exercise events, interoperability workshops, tabletop exercises, and senior leader seminars.
    • Lead the staff through an organized After-Action process to capture key and essential elements of the assigned exercise and ensure these are available in order to prevent future iterations from making same mistakes and take advantage of lessons learned.
    • Produce meeting minutes and trip reports.
    • Conduct scheduled in-progress reviews and confirmation, in and out briefs; prepare and deliver associated meeting minutes.

    Qualifications

    To be successful in this role, you will have:

    • Bachelor's degree in relevant field with 10 years of experience with a minimum of 3 years demonstrated knowledge of military doctrine, tactics, and command relationships at MAGTF or Joint/combined command level. (14 years of applicable experience or military expereince will be considered in lieu of degree.)
    • An Active TS/SCI Security Clearance is required to be considered.
    • Understanding of the Marine Corps Planning Process and amphibious operations planning
    • Advanced proficiency with groupware applications (e.g., SHAREPOINT, MSTeams) and the Microsoft Office suite (e.g., MSWord, Power Point, Excel, etc.).
    • Advanced proficiency in written and verbal communication.
    • Possess a thorough knowledge of USMARFOR operations in relation to OPLANs/CONPLANS and exercise scenarios in the Pacific.
    • A Master's Degree is desired.
    • 25% travel required.

    In compliance with local laws regarding pay transparency, the salary range range for this role is $109,087.50 to $155,000.00 however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, location and key skills.
