    Description Of Job

    The Division of Housing (DOH) partners with local communities to create housing opportunities for Coloradans who face the greatest challenges in accessing affordable, safe, and secure homes. DOH supports projects ranging from homelessness prevention to homeownership. Our work includes:

    • Increasing and preserving Colorado's inventory of affordable housing.
    • Managing rental assistance vouchers.
    • Creating and supporting collaborative approaches to end homelessness.

    Position Summary

    This position is within the Division of Housing (DOH) . DOH works with public and private entities, nonprofit organizations and public housing authorities to create and rehabilitate housing for low and moderate income persons; to provide shelter and supportive services to the homeless; to provide safe, sanitary, decent housing for low and moderate income persons and families throughout the state through allocation of funds from federal and state grant programs; and, delivery of technical assistance and training to applicants and grantees.

    The Loan and Grant Portfolio Manager will support DOH’s operations by:

    • The position interprets federal and state statutes, policies, regulations and guidelines for their effect on the Division of Housing’s funds and financial practices. In addition, this position provides financial guidance and recommendations to program managers to formulate and implement guidelines and procedures to ensure that state and federal financial requirements are met for the various funds.
    • Tracks grant and loan budgets for the Office of Homeless Initiatives (OHI) and the Office of Housing Finance and Sustainability (OHFS) and any other offices administering grants and loans as appropriate.
    • Serves as the primary loan servicing administrator, including generating and sending billing notices, responding to inquiries, tracking receipt of loan payments and financial reporting documentation, as well as entering payments received into tracking spreadsheets.
    • Provides technical and subject matter expert support to OHI and OHFS Director and Managers , particularly in the area of loan servicing and/or setting loan terms and conditions.
    • Position may c onduct on-site property inspections, as needed and when available, for OHFS team managed grant and loan programs.
    • Serves as primary on proprietary databases, including reporting and payment entries and IDIS issues.
    • Support to the closing coordinator staff to ensure complete and timely handoffs to the contracting team for OHI and OHFS grants and loan contract executions.

    Job Duties

    Specific Duties Include But Are Not Limited To

    Program Management

    • Directly contribute to setting goals, objectives and priorities for the unit/area and engage in effective practices which produce measurable outcomes.
    • Effectively manage the daily operations of multiple programs/work units within the division/program/area of responsibility.
    • Provide effective leadership to agency personnel and recommend strategies which promote staff development and growth.
    • Identify inefficiencies and implement strategies for improvement. Work with staff to ensure that significant operational issues are resolved and proactive measures are taken to mitigate reoccurrences.
    • Develop and evaluate systems and procedures to meet standards, guidelines and programmatic needs.
    • Provide training to staff in area of responsibility to ensure compliance with applicable policies and directives, for career enhancement and promotional purposes, and to comply with rules and regulations.
    • Provide operational oversight by consistent review and assessment of area of responsibility through communications and reporting systems. Understand parameters and guidelines to ensure adherence to policy, standards, and best practices. Communicate issues of a serious nature through the chain of command in a timely manner.
    • Attend meetings on a regular basis with the management team.
    • Conduct meetings with leadership team on a regular basis to ensure timely and appropriate dissemination of information.
    • Provide continuous leadership and innovation through coordination of activities and recommend strategies that nurture professional staff development and growth through ongoing and proactive assessments of infrastructure and processes to ensure appropriate and safe delivery of services and programs.
    • Provides guidance to staff on how to review annual financial statements and single audits while ensuring the borrowers are submitting repayments in a timely manner.
    • Provides guidance to program managers regarding all financial issues, including expenditure eligibility, non-federal matching fund requirements, and any required performance period extensions or other amendments.
    • Provide Division of Housing Director and Operations Director and senior leadership with monthly, quarterly, and annual reconciliation reports of the budgets from Colorado Operations Resource Engine (CORE) and Housing and Urban Development (HUD)’s Integrated Disbursement & Information System (IDIS).
    • Ensures the longevity and financial stability of the OHFS and OHI grant and loan portfolios, including all the components of loan servicing and managing fund balance amounts.
    • Coordinates the timing division-wide of the various grants, including developing and maintaining a calendar of events.

    Supervision / Leadership

    • Direct supervision of assigned staff. Assess needs and develop staffing patterns, approve leave requests, prepare/sign performance documentation, provide effective direction, mentorship and feedback to others.
    • May effectively direct the work of others through unit supervision. This includes signature for performance management and position descriptions, recommend and document corrective and disciplinary actions, resolve informal grievances, and recommend hiring actions.
    • Ensure that unit staff are completing all requirements of performance management for those under their supervision.
    • Review staffing patterns and monthly staff schedule to assure minimum staff patterns are achieved. - Meet with subordinate staff to discuss work related topics such as scheduling, problem solving, and strategic planning.
    • Take a proactive approach in dealing with staff performance issues.
    • Initiate corrective and/or disciplinary action, providing documentation to support recommendation.
    • Mentor and counsel staff in support of our greatest resource.
    • Display professionalism at all times and ensure that unit staff follow and comply with policies and other rules/guidelines.
    • Communicate policy changes and implementation for assigned area(s).
    • Participate in resolution of staff grievances. Research and respond to Step I grievances.
    • Model behavior that supports an empowered workforce, positive culture, honesty and integrity.
    • Ensure that subordinates successfully complete required annual training requirements.
    • Approve leave requests and complete vacation rosters.
    • May require working additional shifts/ hours to ensure the DOLA mission, vision and values are upheld.
    • Other supervision duties, as assigned.

    Planning/Policy/Budget

    • Oversee the implementation of assigned area(s) management plan in line with department strategic objectives. Ensure the plan is periodically updated in line with department policy.
    • Develop/modify guidelines, in assigned area, in order to comply with management objectives, strategic plan and agency policies and procedures.
    • Oversee and ensure effective and efficient policy reviews by serving as a regular member of the policy committee. Ensure policies are updated, accurate and implemented within the division.
    • Develop, review and forward strategic recommendations for final approval in order to comply with departmental policy.
    • Monitor the content of standards and contracts in areas of responsibility.
    • Forecast budget expenditures and submit budget requests.
    • Understand and demonstrate appropriate fiscal responsibility and develop budgets in line with such while ensuring best use of available funds.
    • Recommend/request funding for operational needs. Within budget constraints, ensure operational needs are maintained and in concert with standards of compliance.
    • Consistently plan for future changes.
    • Ensure all assigned areas are operating within the assigned budget, provide input to the appointing authority specific to budget changes in order to improve efficiencies in operations. Submit and monitor budget, including monitoring personnel service expenditures, realization and projections for area of responsibility. Implement action plans to ensure compliance or to correct deficiencies.

    Process Improvement

    • Manage and implement process improvements for the streamlining of systems and processes within the purview of the Budget and Loan Portfolio teams and contract closing coordinators.
    • Provide input and guidance to the team responsible for procuring and building the contract management and loan servicing software.

    Nine (9) years of professional experience in state or federal housing assistance programs; federal grant reporting and/or management; real estate, banking, or lending specific to affordable housing (affordable housing requirements must be the primary focus of the job); and/or consulting regarding low income housing assistance or development.

    At least three (3) years of this experience must be in affordable housing finance and development.

    OR

    Education And Experience

    Bachelor's degree from an accredited institution in finance, business, economics, mathematics, budgeting, or accounting or related field as determined by the department.

    AND

    Five (5) years of professional experience in state or federal housing assistance programs; federal grant reporting and/or management; real estate, banking, or lending specific to affordable housing (affordable housing requirements must be the primary focus of the job); and/or consulting regarding low income housing assistance or development.

    At least three (3) years of this experience must be in affordable housing finance and development.

    OR

    Master's degree from an accredited institution finance, business, economics, mathematics, budgeting, or accounting or related field as determined by the department.

    AND

    Four (4) years of professional experience in state or federal housing assistance programs; federal grant reporting and/or management; real estate, banking, or lending specific to affordable housing (affordable housing requirements must be the primary focus of the job); and/or consulting regarding low income housing assistance or development.

    At least three (3) years of this experience must be in affordable housing finance and development.

    OR

    Doctorate degree from an accredited institution finance, business, economics, mathematics, budgeting, or accounting or related field as determined by the department.

    AND

    Three (3) years of professional experience in state or federal housing assistance programs; federal grant reporting and/or management; real estate, banking, or lending specific to affordable housing (affordable housing requirements must be the primary focus of the job); and/or consulting regarding low income housing assistance or development.

    At least three (3) years of this experience must be in affordable housing finance and development.
