    Summary

    A Quality Control Manager (QCM) is responsible for overall management of the QC program and has the authority to act in all QC matters for the Contractor. The QCM must coordinate, implement, oversee, and document the quality control program on DoD POL projects or commercial as well as identify, analyze, and develop improvements in productivity, client relationships, and customer service as they relate to the quality management system. Required experience includes installation of piping & valves, mechanical repairs or upgrades, tank construction or repair, electrical upgrades, API & SSPC inspections, commissioning of POL systems, and/or related repairs. Functional expertise and broad business knowledge in tank inspections, cleaning, and repairs as well as fuel facility related piping systems.

    The salary range for this position is $120,000-$135,000/year.

    Duties and Responsibilities

    • Must be dedicated to a single project and be on-site at all times during construction.
    • Oversee the implementation of general and project-specific Construction Quality Plans.
    • Perform the 3 phases of control associated with the quality control process.
    • Work closely with the Project Manager, Superintendent, Site Health & Safety Officer, and other project personnel to be a resource that readily understands the quality requirements for each definable feature of work.
    • Effectively communicates the standards of care required for each definable feature of work to the various team members on the project using preparatory, initial, follow-up, and other less formal meetings.
    • Works in coordination with others on the project team including construction, engineering, and specific design personnel to ensure all drawings and submittals are in conformance with project specifications and change directives.
    • Chairs and documents weekly site QC meetings that include the field team and client and provides written minutes, as described in project specific contract documents.
    • Act as liaison with the client, regulatory agencies, subcontractors, and/or internal departments on quality related matters (as required).
    • Lead the communications on customer concerns regarding construction quality and coordinate appropriate adjustments with applicable CMS Construction and Management teams.
    • Interface and coordinate with Title II QA representative(s) and/or GEITA contractor personnel.
    • Provide written daily QC reports that document all work performed with inspections to ensure work is being performed in compliance with project specifications.
    • Ensure compliance with contract documents and specifications.
    • Must have on-hand all applicable plans, specifications, and other related documents when conducting QC, three-phase inspections.
    • Perform project site audits to ensure adherence to company SOPs/policies, project plans and specifications, and confirm completion of as-built drawings.Lead quality-focused investigations on project issues as they arise on construction projects.
    • Document construction quality control throughout the project and maintain reporting requirements, including photo documentation and written reports.
    • Promote quality achievement and performance improvement throughout the project
    • Must actively monitor and verify QC conformance and constructively confront non-conformance issues to produce the desired outcome in a timely manner.
    • Verifies that checklists are being used and signed off prior to the placement of concrete, steel, and other similar items of work.
    • Verifies and documents that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the project.
    • Schedule, document the results of, and maintain a log of all code and independent inspections that are required.
    • Clearly document, correct, and re-inspect all non-conformances prior to acceptance of re-work items.
    • Document and distribute pre-punch lists, punch lists, and the completion of these actions on these lists.
    • Maintain the project "as-built" drawings on a daily basis.
    • Stop work, if necessary, to resolve matters that affect safety, quality, and/or inhibit the logical progress of work.

                Minimum Qualifications

                The QC Manager must have the following experience and training to meet the Government requirements for POL type work including the following:

                • Minimum of (5) five years of DoD Construction or commercial related experience as a DoD QC Manager. Shall have served as an on-site QCM, from mobilization to demobilization, for at least 3 Projects of $1M each, completed within the last 5 years, where the preponderance of work was for mechanical and electrical construction or repairs.
                • Must have attended a professionally accredited QC management course (e.g., conducted by the U.S. Army Corps of Engineers [USACE] or Naval Facilities Engineering Command [NAVFAC]) including a current certification within the last five years. The Contractor's self-developed programs do not fulfill this requirement.
                • Must have or be able to obtain the following certifications:
                  • OSHA 30-Hour Training Certificate (no more than 5 years old)
                  • Confined Space Competent Person Certificate
                  • Current CPR & AED Certificate
                • Must meet the eligibility requirements for access to US Government facilities.
                • Ability to communicate in English both in written and spoken word.
                • Proficiency in Microsoft Office software (Outlook, Word, Excel)
                • Demonstrated understanding of construction means and methods associated with government fuel systems.
                • A working knowledge of civil, architectural, mechanical, and electrical work.

                      Preferred Qualifications

                      • Seven (7) or more years of relevant construction experience as a QC Manager.
                      • Associate degree in Construction Management, Engineering, or a High School Diploma or GED with relevant on-the-job experience.

                      Additional Assignments and Qualifications

                      The designated QCM may also be required to serve as the Site Safety & Health Officer (SSHO) and if required to fill this role must have the following experience and training:

                      • The SSHO must have completed the 30-Hour OSHA Construction Safety Course within the last five years (or equivalent training) and have, at a minimum, one-year full time safety experience working on POL type projects.
                      • Must be considered a competent person as defined by the Occupational Safety and Health Administration (OSHA) construction standards (see 29 CFR 1926.32(f)), as "one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authorization to take prompt corrective measures to eliminate them."
                      • The SSHO must be at the work site at all times, to perform safety and occupational health management, surveillance, inspections, and safety enforcement.

                      Physical Demands

                      • Frequent lifting, sitting, standing, stooping for prolonged periods of time, using hands/fingers requiring dexterity, should have good hand-eye coordination and motion control in coordination with handling tools, equipment, and other related components.
                      • Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 8 hours.
                      • Frequent lifting of up to 50 pounds such as small electrical components, equipment, and other materials.

                      Work Environment

                      • Indoors and outdoors, may be subject to changes in temperature and noise levels.
                      • This job operates in a professional field office environment. This role routinely uses standard equipment such as computers, cell phones, internet hot spot receivers, and photocopiers.

                      Work Schedule: Monday-Friday 8:00a.m.-5:00 p.m. or as business needs dictate
