II. ASSIGNED DUTIES AND TASKS
Position overview: Under general supervision of the GIS/IT Director, this position performs a variety of routine and complex GIS tasks; Creates and maintains City of Livingston and Park County geospatial data and databases, web applications, and scripting operations.
All duties below are essential functions unless otherwise indicated. Job duties are not all inclusive and subject to change.
A. Utilizes principles as it relates to GIS of computer science, geography, cartography, programming, land surveying, engineering, statistics, and projections and coordinate systems.
B. Designs, develops, implements, and maintains geospatial - data layers, databases, tabular data and metadata, of both county/city data in addition to documenting, scripting, model building, and performing quality control operations of GIS workflows to meet high standards for completeness, accuracy and utility of all data
C. Designs, develops, implements, and maintains a variety of multi-platform (desktop, mobile, web) GIS applications/solutions including but not limited to maps and map series, CAD/E911 data, web applications, web maps, REST/SOAP services, tables and reports, and other spatial data derivatives to meet on-going needs by the GIS, other departments, and the public
D. Develops, refines, and standardizes analysis methodologies including concepts of geoprocessing, geocoding, linear referencing, imagery, and statistics
E. Responsible for managing/updating GIS applications including but not limited to ArcGIS Server, ArcGIS online organization, databases, scripting processes and desktop products.
F. Assists external customers with rural addressing needs – addressing structures, (re)naming roads, ordering/mailing road and address signs
G. Assists internal customers with the design, development, testing, training, implementation and support of GIS products and environments
H. Researches and corrects data using spatial and logical analyses, legal descriptions and other source documents, and/or other authoritative data sources
I. Communicates and maintains an effective, professional, and responsive working relationship, with the public, fellow employees, supervisors, and other agencies
J. Operates and maintains large format plotters and scanners.
K. Serves as education and outreach individual on behalf Park County GIS dept.
OTHER DUTIES AS ASSIGNED: This position performs other duties as assigned by supervisor. This includes special projects and a variety of other functions as needed.
III. KNOWLEDGE & SKILLS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and /or ability required.
Education and Experience: B.S. in GIS, Geography, or related field (can be substituted for demonstrated experience). Must have the ability to read and understand computer science, geography, cartography, programming, land surveying, engineering, and statistics as applicable to this position.
Valid Montana Driver’s License
Ability to safely operate 4-wheel drive vehicle in adverse conditions. Ability to learn, understand, and use ESRI software products (desktop, web, and mobile). Ability to operate Trimble GPS and other GPS Software. Ability to use scanner, copier, fax, printer, large map plotter, calculator, PC and related word processing, database and spreadsheet software.
