    COMMUNITY SERVICES PROGRAM DIRECTOR

    ICAP is a private, non-profit agency mobilizing private and public sector resources to help low and moderate income people improve their living conditions. The Community Services Division provides community service programs that are designed to help families and individuals overcome poverty conditions.

    The Community Services Program Director supervises and monitors all functions and procedures of the Energy Assistance, Family Development and other community programs. Ability to work with the public, client and key stakeholders in identifying and meeting key community needs is critical. Skills in analyzing community needs and developing strategic responses in helping families overcome poverty, consistent with funding source guidelines is also critical. Must be able to meet and maintain all federal and state funding requirements and performance measures.

    QUALIFICATIONS REQUIRED:

    • B.A./B.S. degree required in Business Administration, Social Services or related field with three years work experience.
    • Supervisory experience preferred.
    • Experience administering federal grant programs helpful.
    • Experience with program budgeting required.

    PLUS

    • Successful review of a Limited Criminal History review.
    • Must possess a valid driver’s license and successfully pass a Bureau of Motor Vehicles license review.
    • Must have reliable transportation and vehicle liability coverage.
    • Computer skills required to include MS Word, Excel and Power Point.

    MAJOR DUTIES/FUNCTIONS/RESPONSIBILITIES:

    • Manage community programs while maintaining compliance with State, Federal and Agency standards, guidelines and policies. Ensure a compliant and effective program, keeping up to date on all regulatory changes. Supervise all facets of programs so they maintain compliance with funding sources. These programs include Foster Grandparents, Retired Senior Volunteers, and CSBG Emergency Assistance
    • In cooperation with Executive Director, formulate annual program budgets; provide recommendations on program design, customer needs, budget trends and staffing patterns for programs.
    • Annually conduct program reviews and recommend changes needed.
    • Submit fiscal and program reports for all programs to fiscal office, funding source and agency governing board as required.
    • Oversee Agency’s client data collection system and submit the annual CSBG Annual Report.
    • Develop new funding initiatives to insure continued services to ICAP’s Community Services Division.
    • Provide information about Agency Programs for all social service agencies in the service area.
    • Advocate for low-income clients, particularly in the areas of Energy and Family Development.
    • Participate and attend all required conferences, quarterly meetings and trainings relevant to Community Services programs.
    • Maintain a positive working relationship with key stakeholders, funding sources, community leaders and local organizations, including community service organizations.
    • Identify and participate in training, including but not limited to, INCAA and quarterly training events.
    • Track and coordinate all necessary in-service and other training events for staff.
    • Select, train, and evaluate all program personnel consistent with EEO/ADA regulations and agency policy. Oversee the scheduling, performance, and productivity of all Community Services program employees. Provide coaching, counseling, and direction as needed. Maintain positive employee relationships.
    • Implement and oversee any/all Community Services Programs’ developments.
    • Represent ICAP at public meetings. Cultivate positive community relations by responding to community information inquiries in a knowledgeable and efficient manner.
    • Collaborate with the Executive Director in new program initiatives and complete grant writing duties as assigned.
    • Oversee and manage ICAP’s Outreach Offices to include: Delaware, Fayette, Grant, Hancock, Henry, Madison, Rush and Wayne counties.
    • All other duties as assigned.

    • Must have the knowledge, skills and abilities to direct and manage a government funded program. Excellent verbal and written communication skills.
    • Respectful of program customers and demonstrates excellent customer services skills.
    • Be personable and well groomed with the ability to speak clearly and convey program information in plain language.
    • Ability to communicate, coordinate, supervise and provide guidance and direction to all EAP and Family Development employees while adhering to all agency and funding source’s policies and procedures.
    • Work well independently and as a team member cooperating with department and agency staff, general public, customers and energy vendors.
    • Must have project management skills including well organized and excellent time management skills with the ability to prioritize numerous responsibilities for timely task completion, be self-directed, highly motivated, energetic, enthusiastic and dependable.
    • Compliant with all of ICAP’s Personnel policies as outlined in the Personnel Policies Handbook including the “Professional Conduct” code and “Confidentiality” code.
    • Effective interpersonal skills with the ability to communicate effectively with program customers. Educate customers regarding the functions of the programs and the financial relief provided to the applicant. Answer questions clearly and accurately.
    • Can accept supervision and direction with a positive attitude.
    • Must be detail oriented, complete reports, estimates, and all paperwork efficiently, accurately, and timely.
    • Program financial management skills to include calculations necessary for budgets, production, schedules and program evaluations. Proficient in Microsoft Excel spreadsheets and formula usage to calculate program finances.
    • Demonstrated ability to analyze situations with the ability to exercise independent and decisive judgments.
    • Ability to train and motivate Personnel to produce quality work and customer service excellence. Create and implement a team environment.
    • General administrative skills and abilities are needed including basic computer skills and knowledge of computer software such as MS Word, Excel, and ability to learn key websites and other program specific software.
    • Troubleshooting and extensive problem solving skills with the ability to work well under pressure.
    • Ability to collect, analyze and organize data as necessary for research and documentation purposes.
    • Adaptable to a variety of job requirements and situations required.
    • Knowledge and understanding of fiscal policies and procedures.
    • Willingness to work evenings and weekends as needed.

    PHYSICAL REQUIREMENTS:

    • Sit for long periods at a desk and computer in a climate controlled office.
    • Able to walk, bend, crouch, climb stairs, lift up to 35 lbs.

    SUPERVISION RECEIVED:

    The Community Services Program Director reports to the Executive Director.

    SUPERVISES:

    The Community Services Director supervises all Outreach Specialists, Foster Grandparent Coordinator and RSVP Coordinator.

    POSITION CLASSIFICATION: Administrative Level I - Exempt

    SALARY RANGE: DOQ

    Job Type: Full-time

    Pay: $55,000.00 - $60,000.00 per year
