    The Minnesota Office of Higher Education is a cabinet-level state agency providing students with financial aid programs and information to help them gain access to postsecondary education. The agency also serves as the state's clearinghouse for data, research and analysis on postsecondary enrollment, financial aid, finance and trends.

    This position will provide financial-related services for the Agency including:

    • Review and process payment of invoices and payment requests in the SWIFT financial system. Resolve payment discrepancies and other issues. Monitor encumbrances of various programs and ensure the accounts payable functions are carried out in accordance with State of Minnesota laws and statutes and with the Agency policies and procedures.
    • Prepare and process daily deposits for Student Education Loan Program and other programs.
    • Coordinate and process bi-weekly agency payroll in SEMA4.
    • Create reports required for monthly reconciliation of the Agency’s grant programs. Extract and analyze accounting information from SWIFT Data Warehouse.
    • Analyze and interpret accounting records, Minnesota Management & Budget (MMB) policies, and other documents to comply with the Agency and MMB policies and procedures.

    Resume must demonstrate the following qualifications:

    • Working understanding of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret, and prepare financial information, records and reports; locate errors; and recommend solutions to procedural or other fiscal problems.
    • Knowledge of Statewide Integrated Financial Tools (SWIFT) sufficient to prepare and produce payments and deposits quickly and accurately as well as research payments, purchase orders, appropriations, allotments and revenue and expense budgets.
    • Knowledge of SEMA4, Peoplesoft, or similar ERP software sufficient to process payroll, business expense reports and labor distribution. This includes understanding the terminology, how to make inquiries for position funding, paychecks, and direct deposits and create reports.
    • Ability to interpret policies, laws, and regulations to provide a high degree of technical advice, training, and support to agency personnel by providing professional customer service.
    • Ability to produce, format and edit various documents or reports within Microsoft Excel.
    • Attention to detail and high degree of accuracy.
    • Organizational and multi-tasking abilities.

    Preferred Qualifications

    • Associate’s degree or higher in accounting, business or a related field.
    • Experience in accounts receivable and payable, cash handling, deposit processing or other related accounting functions.
    • 1 year of Experience in Statewide Integrated Financial Tools (SWIFT) sufficient to prepare and produce payments and deposits quickly and accurately as well as research payments, purchase orders, appropriations, allotments and revenue and expense budgets.
    • 1 year of Experience in SEMA4 sufficient to process payroll, business expense reports and labor distribution. This includes understanding the terminology, how to make inquiries for position funding, paychecks, and direct deposits.
    • Ability to understand concepts and recall specific criteria sufficient to enter deposits accurately and quickly within daily processing requirements.
    • Experience using a large private or government accounting system sufficient to enter data, query data, and compile records or reports.

    Physical Requirements

    • Ability to position self and move sufficiently to perform repetitive tasks.
    • Maintain a stationary position for long periods of time.
