Key Responsibilities/Essential Job Functions

• Develops, implements and maintains programs and projects directed toward compliance with all safety and environmental regulations. Focus will be on continual improvement of environmental compliance programs within the RIS plant environment with some responsibilities in the safety compliance area.
• Serves as the facility environmental regulations and permit expert by providing regulatory interpretations for RCRA and Clean Air Act regulations.
• Serves as the facility contact with regulatory agencies. Serves as the escort and facilitator for EPA inspection activities.
• Monitors daily operations activities for compliance with all safety and environmental regulations and takes corrective measures when issues of non-compliance are discovered.
• Completes facility reports required by environmental regulations such as the: Annual Report, SARA Reports, Risk Management Plan Reports, TRI Reports, permit driven notifications, emergency response notifications, etc.
• Audits compliance programs in the operations facility to assure proper implementation.
• Develops and presents training to Company personnel required by environmental and safety regulations.
• Assists in maintaining environmental compliance operating records.
• Conducts regulatory inspections of the operating facility.
• Responsible for day-to-day communication with plant operating personnel and managerial staff to promote positive compliance and safety attitude and awareness. Individual needs to be “visible” in the plant environment to continuously reinforce safety awareness.
• Responsible for day- to-day compliance activities such as stack readings, inspections, spill evaluations, etc.
• Serves as an Emergency Coordinator and/or member of the Emergency Response (ERT) team.
• Provides periodic on-call responsibilities for after hour compliance and safety related needs.
• Daily use of advanced PC and business computer applications, telephone conferencing and e-mail.
• Understands both RIS’ ISO 45001 Occupational Health & Safety and ISO 14001 Environmental Management Systems, and assists with executing their objectives.
• Performs other job-related duties assigned.
  
  

Minimum Qualifications

• Bachelor of Science degree in a scientific, environmental or regulatory field. An advanced degree is a plus.
• Five or more years’ related experience as a RCRA, CAA and/or CWA compliance specialist or equivalent is required. Working knowledge of RCRA regulations is a must. Knowledge of OSHA is a plus. Supervisory experience is a plus.
• Must have demonstrated PC skills (Microsoft Office XP/Windows ’98). Must be proficient with Excel.
• Must be able to identify, compile and report data/information. Must be able to effectively communicate and present analysis of data and other information and respond to questions.
• Must be able to read, interpret and analyze information, including technical procedures and governmental regulations.
• Must have exceptional oral and written communications skills and the experience and ability to communicate with individuals at all levels within the organization to achieve safety objectives.
• Work environment is partially outdoors in a chemical plant environment and partially in an office environment. Experience working outdoors in a compliance/safety/operations capacity in a chemical manufacturing plant is required.
• Must be able to work additional hours, and off hours, as needed. Must be able to work on-call, as needed, as an EC or ERT member.
