    Eastern Connecticut State University is seeking a qualified candidate to fill the Chief Information Officer (CIO) position. Eastern is Connecticut’s Public Liberal Arts University and is located in Willimantic, Connecticut which is 1.5 hours from Boston and 2 hours from New York City.  Eastern is one of four universities in the Connecticut State College and University System (CSCU). The position also offers substantial health and retirement benefits.

    Position Summary:
    The Chief Information Officer reports directly to the President of the University. The CIO will provide leadership, vision, oversight, planning, and management for all aspects of information technology including academic and administrative computing, management of the Center for Instructional Technology, Media Services Center, Help Desk, enterprise applications, telecommunications, data and voice networking, user support services, information retrieval and security, online education, and other technical aspects of ITS services.

    Primary Responsibilities:
    1.         Directly supervises the directors of Information Technology/Media Services; Systems/Networking; and Enterprise Applications, and the Special Assistant to the CIO.   
    2.         Partners and collaborates with the Provost and Vice Presidents in advocating for the use of technology in campus operations and identifies opportunities for innovation, optimization, and efficiencies across all major divisions.
    3.         Provides leadership and vision and acts as an advocate for the development and use of information technology in instruction and institutional support with a customer focus.
    4.         Provides leadership in support of the University’s Strategic Plan regarding information technology initiatives, implementation, and developing consensus among campus constituencies.
    5.         Assumes responsibilities for budget (including monitoring and controlling expenses), personnel, strategic planning, and policy development as they relate to information technology.
    6.         Manages the centralized aspects of information technology needed to lead the University in effective and efficient applications of technology that meet the needs of academic and administrative interests.
    7.         Guides the University’s investment in technology including the preparation and implementation of technology related grants and performs comprehensive annual and long-term budget and resource planning to ensure effective and efficient technology and support operation.
    8.         Assumes oversight responsibility for academic and administrative computing, media center, data center, telecommunications, data and voice networking, user support services, and technical aspects of on ground and online education.
    9.         Works with faculty in identifying opportunities for curriculum development and the application of IT techniques in the delivery of classroom instruction.
    10.       Provides leadership in proposing and evaluating applications of existing or innovative technology to enhance academic and administrative activities and maintain a state-of-the-art operation of all university related technology.
    11.       Recommends ideas, policies, and procedures to keep current with evolving technology and anticipates future technological needs.
    12.       Works with IT services to analyze data security and risk assessment to secure the IT infrastructure. 
    13.       Provides leadership and guidance for access, training, and support of all ITS related activities throughout the University.
    14.       Assumes a major role in the selection, training, supervision, and evaluation of ITS staff including the development and implementation of training and career development.
    15.       Serves as liaison to the CSU System Office, other CSU university campuses, and the local community in all aspects of information technology as well as assisting in the coordination of campus initiatives using information technology.
    16.       Performs other duties and responsibilities related to those enumerated above which do not alter the basic level of responsibility of the position.

    Qualifications:
    A bachelor’s degree in an appropriate information technology field is required and a master’s degree is preferred.   A minimum of six years of progressively responsible professional experience in the management of information technology, preferably in a higher education environment. The candidate is required to demonstrate a thorough understanding and knowledge of appropriate IT hardware, software, complex IT infrastructure and systems multimedia systems and applications, prioritizing network security and reliability. An understanding of how learning management systems (LMS), customer relationship management (CRM) systems, and enterprise resource planning (ERP) systems as well as Microsoft's Office 365 and its content management system function and interact with one another is essential.

    Also required are evidence of success in working collaboratively with other administrators in developing external sources of support ; excellent interpersonal communication and collaborative skills, and a demonstrated ability to build team support; a  demonstrated ability to implement projects in support of the University’s Strategic Plan; familiarity with current and future applications in instructional technology, including distance online learning and other areas within the University; a commitment to quality and client-oriented service; and a demonstrated understanding of a diverse student population and commitment to affirmative action.  Some of qualifications may be waived for individuals with appropriate alternate relevant experience.
