Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $75,200 - $138,400. The budgeted salary range that the University reasonably expects to pay for this position is $88,000 - $109,800/yr.

The Director of Administration and Budget of Student Affairs reports to the Assistant Vice Chancellor & Senior Advisor. As an experienced financial and administrative operations professional, the Director of Administration and Budget is responsible for managing the administrative and budgetary operations for Student Affairs. The position manages the full range of the organization's budgets, operational and discretionary funds, general accounting and invoicing processes, financial reconciliations, procurement, at times executive level assistance for the Vice Chancellor, personnel actions processing, and compliance with UC Policy and Procedures. The Director of Administration and Budget uses professional concepts and organizational objectives to resolve complex issues with organization-wide impact in creative and effective ways. Having wide-ranging experience in Student Affairs operational and financial management, the Director of Administration and Budget works on complex issues with little or no precedent where analysis of situation or data requires an in-depth evaluation of variable factors. Exercises judgement in selecting methods, techniques, and evaluation criteria for obtaining results. Develops administrative and budgetary processes and procedures for Student Affairs and is considered a subject matter expert.
The position requires a broad base of technical knowledge, highly effective communication and problem solving abilities. The Administrative and budget director interacts with staff, students, and business managers across campus departments as needed and at times takes direction from the Vice Chancellor of Student Affairs. Demonstrated experience in organizing an office and expertise in computer programs (Microsoft programs and web-based applications) is sought for this role. The incumbent must have strong communication and organizational skills and must be flexible and able to prioritize workload. Background and knowledge regarding travel and entertainment policy and procedures is highly desirable. As primary contact and resource, handles confidential information, including policies and regulations with respect to labor relations and collective bargaining as necessary. Serves as primary contact for administrative-related items in the office.
This position serves as the staff representative for the Student Affairs organization on various committees. The incumbent provides budget reviews to the department heads along with providing financial consultative support in reporting oversight of financial, administrative, and budgetary responsibilities. A key aspect of the position is the indirect supervision of the financial and administrative work carried out by Student Affairs business officers. This involves providing guidance, mentorship, and support to ensure the effective execution of financial and administrative tasks. The incumbent fosters a culture of accountability, professionalism, and excellence within the department, promoting efficient workflows and best practices in financial management and administration.
The position provides high level administrative, financial, and budgetary consultation to the Vice Chancellor of Student Affairs, the Student Affairs Assistant Vice Chancellor & Senior Advisor, and the Student Affairs Senior Leadership Team to ensure that Student Affairs strategic goals (financial and administrative) are met. The incumbent will also be responsible for using in-depth evaluation and analysis to create driver based annual budgeting and forecasting models as they relate to specific units in Student Affairs.
This position also represents the campus in system-wide Student Affairs budget meetings and works with the system-wide offices in the preparation of financial reports for Specific State Appropriations. This position serves as a member of the Student Fee Advisory Committee. The Director of Administration and Budget is responsible for the full general administrative functions within Student Affairs relative to IT, facilities, budgetary financial management, and human resources.
May manage professional staff and students. Assumes accountability for decisions made by subordinates. Performs long and short-term planning for function. Manages large budgets and ensures all strict adherence to university policy and procedure. Erroneous decisions or failure to achieve goals results in additional costs, potential lost income, and serious delays in overall financial schedules.
